About this file

This is a Sole Source Procurement Notice issued by the City of St. Petersburg, Florida, for Emergency Spill Response and Environmental Remediation Services. The City is seeking a single provider to deliver 24/7 emergency response capabilities for hazardous and non-hazardous material spills, industrial waste management, and site remediation services to support the Sanitation Department's Lot Clearing division. Services include containing and cleaning up hazardous and non-hazardous materials, collecting and transporting industrial and special wastes, remediating affected properties, and disposing of waste not accepted by Pinellas County Solid Waste. The City anticipates Code Compliance violations requiring these services approximately two to three times per year. The response deadline is October 6, 2026, at 3:00 pm, with responses to be submitted electronically through https://procurement.opengov.com/portal/stpete. The release date was September 29, 2026. No pre-proposal meeting or site visit has been scheduled.

Hull's Environmental Services, Inc. has been identified as the current exclusive source for these services due to being the only company in the area offering 24/7 emergency response and disposal capabilities for materials rejected by Pinellas County Solid Waste. Suppliers believing they are capable of providing equivalent services must submit product information, statements of qualifications, and capabilities to the Procurement Analyst within seven business days of the notice posting. The posting remains active for this seven-day challenge period, during which interested suppliers can qualify as alternative sources for consideration.

Emergency Spill Response and Environmental Remediation Services

I. Scope

II. Vendor Questionnaire

1. Scope

1.1. Scope of Sole Source

Hull's Environmental Services, Inc. is, to date, the only company in the area that offers 24/7 emergency response and can dispose of materials Pinellas County Solid Waste will not accept. The City is requesting a sole source for on-call emergency spill response, industrial waste management, and site remediation services.

These services support the Sanitation Department's Lot Clearing division when it receives a Code

Compliance violation, which happens two to three times per year. Because these violations require a timely response, the City needs a provider available around the clock. The work includes containing and cleaning up hazardous and non-hazardous materials, collecting and transporting industrial and special wastes, remediating affected properties, and disposing of non-accepted waste.
