About this file
This is an Emergency Procurement Solicitation issued by the State Board for Technical and Comprehensive Education (SBTCE)/SC Technical College System on March 20, 2026. The procurement addresses an emergency roof replacement at the Workforce Training Center (WTC) located at 1090 Newton Way, Summerville, South Carolina. The project scope includes removal of the existing roofing membrane and all flashing, inspection of existing insulation, wood material, and decking for water damage, and installation of a new 60 mil fully adhered TPO roof with new weather boots, walking pads, flashing, counterflashing, and coping caps. The emergency determination was made due to numerous leaks and failed repair attempts that have caused classroom and office vacations, created mold growth health concerns from constant moisture in insulation and building materials, and disrupted critical training operations essential to regional economic development and workforce readiness. The award has been made to Aqua Seal Manufacturing and Roofing, Inc., selected as the lowest bidder among three qualified preselected vendors with the ability to expedite services to meet the emergency need.
The total project cost is estimated between $350,000 and $400,000. The procurement was conducted under S.C. Code Ann. 11-35-1570 and S.C. Regulation 19-445.2110, with a roofing consultant hired to prepare specifications and drawings that were distributed to the three qualified vendors for expedited quotes. The notice is posted in the South Carolina Business Opportunities (SCBO) for the required minimum of 10 business days. Bidders, offerors, contractors, or subcontractors aggrieved by the award may file a protest with the Chief Procurement Officer at the Materials Management Office (1333 Main Street, Suite 700, Columbia, SC 29201) within five business days of the award posting, with formal protests due within fifteen days of posting.

USING GOVERNMENTAL UNIT: State Board for Technical and Comprehensive Education
Notice of Emergency Procurement
The State Board for Technical and Comprehensive Education (SBTCE)/SC Technical College System in accordance with §11-35-1570 (B) of the SC Consolidated Procurement Code, and in accordance with Regulation 19-445.2110 is announcing the award of an emergency procurement to Aqua Seal
Manufacturing and Roofing, Inc. to provide new roof at the Workforce Training Center (WTC) at
1090 Newton Way, Summerville, SC.
This Emergency Procurement has been put in place in order to avoid a potential threat to public health, welfare, or safety of the trainees and SBTCE Employees.
Describe the nature of the emergency condition and the resulting immediate threat to public health, welfare, critical economy and efficiency, or safety that this procurement responded to: Numerous leaks and failed repair attempts to the roof of the TTC - Workforce Training Center has led to the emergency determination that a new roof is needed. These leaks have caused classrooms and offices to be vacated while fixes and repairs are made, and the constant moisture in insulation, sheetrock, and ceiling tiles, is a health concern for mold growth. These conditions are not only unsafe but also interrupt critical training operations, an initiative essential to regional economic development and workforce readiness.
Describe the facts and circumstances giving rise to the above describe emergency condition and threat: The HVAC equipment at the Workforce Training Center (WTC) at 1090 Newton Way, Summerville, is original to the building and is 20 years old. Over the last several years, equipment has failed and attempts at repairs have become more costly and difficult, with many parts now being obsolete. Two of the five rooftop units have completely failed, with estimates to repair over $100K per unit. Rather than continue this course, SBTCE decided to replace the five RTUs and retrofit the failed
VAVs to limit the disruption and damage to the building.
