About this file
This is an Invitation to Bid document from Klamath Community College in Oregon for Emergency Response Operations (ERO) Program simulation and training equipment. The procurement encompasses five major sections totaling approximately 100+ individual items and accessories: simulated patient monitoring platforms (8 tablet-based monitor/defibrillator systems with wireless instructor control, 8 CPR feedback modules, 8 airway resistance accessories, and 8 auscultation accessories); hyper-realistic full-body patient simulators (3 term newborn simulators, 3 pediatric trauma/water-rescue toddler simulators, 2 adult patient simulators, 1 geriatric simulator, and 3 pre-term neonate simulators); one integrated wireless ALS patient simulator; high-fidelity airway and procedural task trainers (ranging from pediatric to advanced/difficult airway configurations, surgical airway trainers, neonatal intubation trainers, obstetric simulators, and various specialized procedural trainers); CPR training manikins (10 four-packs of adult units and 10 four-packs of infant units with feedback capability, plus consumables); and rescue and casualty simulation equipment (choking rescue vests, traction splint trainers, weighted rescue manikins, and moulage kits). The document establishes minimum technical specifications rather than brand requirements, specifying that products meeting or exceeding stated characteristics from any manufacturer are acceptable.
All proposed products must be documented characteristic by characteristic to demonstrate compliance, and products failing to meet every salient characteristic for a line will be deemed non-responsive. Critical requirements include one-time licensing for the monitoring platform with no mandatory recurring software subscriptions, native interoperability across all Section A monitoring components, platinum-cure silicone construction for full-body simulators with life-cast molds and hand-painted multi-layer skin coloration available in minimum three ethnicity options, and modular replaceable components for airway trainers to support high-repetition training. The specification emphasizes psychological and procedural fidelity appropriate for high school and college-level emergency response training, with particular attention to realistic tissue resistance, anatomically accurate internal airways, and integrated scenario capabilities across all modular systems to ensure standardized instruction and long-term grant sustainability without unfunded future software costs.

Invitation to Bid — Simulation & Training Equipment Minimum Technical Specifications
How to read this document The specifications below state the minimum acceptable technical characteristics for each item. A product that does not meet every listed salient characteristic for a line is non-responsive for that line. No manufacturer or brand name is specified; where a characteristic references a construction method or material, it defines a required level of fidelity, durability, or interoperability essential to the program’s instructional mission serving high school and college students. Bidders may propose any product, from any manufacturer, that demonstrably meets or exceeds every stated characteristic ("or approved equal").
Section A — Simulated Patient Monitoring Platform Lines A1–A4 must all operate on a single, common monitoring platform so that scenarios, CPR feedback, airway/physiology control, and auscultation interoperate across every station. Products in A2–A4 that will not natively integrate with the platform supplied in A1 are non-responsive.
A1. Tablet-based simulated patient monitor / defibrillator system — Qty: 8 Required salient characteristics (minimum):
• Tablet-based simulated patient monitor with a separate wireless instructor-control tablet.
• Displays selectable, brand-accurate monitor/defibrillator interface skins (multiple real device families) — not a single generic screen.
• Simulates, at minimum: ECG, SpO2, EtCO2/capnography, NIBP, 12-lead ECG, defibrillation and pacing display.
• Instructor-controlled wirelessly; supports scenario scripting and modular expansion (CPR feedback, auscultation, airway/physiology accessories).
• Licensing is a one-time purchase for lifetime use — no mandatory recurring per-seat or annual software subscription.
Basis for specification: A single interoperable, subscription-free monitor platform across all 8 stations is required for standardized instruction and long-term grant sustainability; monitors requiring recurring per-seat licenses or that cannot host add-on modules fragment the lab and create unfunded future cost.
A2. Real-time CPR feedback module — Qty: 8 Required salient characteristics (minimum):
• Wireless CPR sensor reporting real-time compression rate, depth, and recoil.
• Feedback must display on and be logged by the Line A1 monitor platform (native integration).
• Compatible for use with standard adult manikins.
Basis for specification: Must feed the A1 platform; stand-alone CPR pucks that do not report to the program monitor are non-responsive because they cannot support integrated scenario debriefing.
A3. Instructor-controlled airway resistance / physiology accessory — Qty: 8 Required salient characteristics (minimum):
• Wireless accessory allowing the instructor to simulate variable/adjustable airway resistance and obstruction (e.g., asthma, partial occlusion) during BVM ventilation.
• Usable with any manikin; integrates with the Line A1 platform; one-time license.
Basis for specification: Adjustable-resistance airway simulation tied to the A1 platform is required to teach graded respiratory emergencies; fixed-resistance heads cannot meet this.
A4. Simulated auscultation accessory — Qty: 8 Required salient characteristics (minimum):
• Simulated stethoscope with an instructor-selectable library of heart, lung, and bowel sounds.
• Integrates with and is triggered through the Line A1 platform.
Basis for specification: Auscultation must run on the same ecosystem as A1 for coordinated scenario control.
Section B — Hyper-Realistic Full-Body Patient Simulators The following are the program’s minimum realism standard. Every Line B item must meet all of the following common characteristics, plus the age-specific characteristics stated for that line. Injection-molded, rotational-molded, or general-tooling ("hard-cast") manikins do not meet these characteristics and are non-responsive.
Common characteristics required for all Section B items:
• Full-body simulator produced from a life cast / 3D mold taken from a real human subject (not injection-molded or general production tooling).
• Outer body of platinum-cure (platinum-catalyzed) silicone with hand-painted, multi-layer skin coloration and visible subsurface anatomical detail (e.g., veins, underlying structures).
• Anatomically accurate, cadaver-referenced internal airway supporting oral and nasal access, OPA/NPA, supraglottic airway, and BVM ventilation with realistic tissue resistance.
• Individually hand-finished; hand-punched hair where age-appropriate.
• Available in a minimum of three (3) skin tones / ethnicity options.
Basis for specification: Film-grade, life-cast realism drives the psychological fidelity, moulage capability, and patient-respect learning outcomes central to this program; hard-cast plastic manikins cannot replicate skin, subsurface detail, tissue feel, or scenario-matched appearance and are excluded on their face.
B1. Term newborn simulator (approx. 36-week) — Qty: 3 Required salient characteristics (minimum):
• Realistic full-term newborn dimensions and weight.
• Umbilical cord access, cannulatable with flashback.
• CPR-compatible; step-wise airway (BVM, OPA, supraglottic, ET).
Basis for specification: Neonatal resuscitation realism required for the OB/newborn curriculum.
B2. Pediatric trauma / water-rescue toddler simulator (approx. 3-year-old) — Qty: 3 Required salient characteristics (minimum):
• Submersible / water-rescue rated for aquatic and drowning scenarios.
• Integrated thoracic trauma features (e.g., bleeding, foaming, and/or vomiting effects).
• Supports needle decompression and step-wise airway management.
Basis for specification: The combined submersible + pediatric-trauma requirement is essential for water-rescue and pediatric-trauma scenarios and is met by very few products.
B3. Adult patient simulator (approx. 30–50 year, true adult weight) — Qty: 2 Required salient characteristics (minimum):
• Full adult body with realistic weight for lifting, extrication, and movement.
• Intubatable airway; bilateral humeral-head and tibial intraosseous (IO) access.
• Needle decompression sites; CPR-compatible.
Basis for specification: Realistic adult weight and functional ALS access points are required for lift/extrication and procedural realism.
B4. Geriatric patient simulator — Qty: 1 Required salient characteristics (minimum):
• Age-specific geriatric features (aged skin appearance, hair).
• Intubatable airway; bilateral IO; needle decompression.
Basis for specification: Age diversity across the patient range is a documented curricular need; geriatric realism is not available on standard manikins.
B5. Pre-term / premature neonate simulator (approx. 28–29 week) — Qty: 3 Required salient characteristics (minimum):
• Micro-preemie realism (very low simulated birth weight/size).
• Umbilical access with flashback; suitable for high-frequency oscillatory ventilation.
• Step-wise airway and CPR compatibility.
Basis for specification: Premature-neonate realism is required for NICU/neonatal emergency training and is produced by very few manufacturers.
Section C — Integrated Full-Body ALS Patient Simulator C1. Full-body wireless ALS patient simulator — Qty: 1 Required salient characteristics (minimum):
• Full-body, wireless ALS manikin with intubatable airway (oral/nasal, OPA/NPA, supraglottic, ET).
• CPR-capable chest with real-time compression feedback; bilateral humeral and tibial IO; IV cannulation site.
• MUST natively integrate with the program’s Section A1 tablet-based monitor platform for ECG, SpO2, EtCO2, NIBP, 12-lead, and defibrillation display and instructor control.
• Portable for in-situ / field scenarios; no live medication or fluid requirement beyond IV/IO limbs.
Basis for specification: Interoperability with the A1 monitor ecosystem is the deciding requirement: a high-fidelity manikin bundled with its own proprietary, incompatible monitor is non-responsive because it fragments the standardized platform and duplicates monitor cost already procured under Section A.
Section D — High-Fidelity Airway & Procedural Task Trainers D1. Realistic-tissue modular airway trainer — pediatric (approx. 5-year-old) — Qty: 3 Required salient characteristics (minimum):
• Proprietary synthetic soft tissue replicating live human tissue resistance for laryngoscopy and intubation.
• Modular, field-replaceable airway and face-skin components.
• Anatomically accurate (tongue, epiglottis, vallecula, vocal cords, trachea, esophagus).
Basis for specification: Realistic-tissue, modular-replaceable airway trainers are required for high-repetition intubation with authentic feel and low per-use consumable cost; rigid plastic airway heads meet neither the tissue-fidelity nor the modular-replacement requirement.
D2. Realistic-tissue modular airway trainer — adult torso (novice skills) — Qty: 6 Required salient characteristics (minimum):
• Same tissue-fidelity and modular, replaceable-component requirements as D1, in an adult torso configuration.
• Supports BVM, supraglottic, and endotracheal intubation.
Basis for specification: Same basis as D1; adult torso configuration for entry-level airway skills.
D3. Realistic-tissue modular airway trainer — advanced/difficult airway — Qty: 4 Required salient characteristics (minimum):
