About this file

This document is an Emergency Purchase Statement from the Illinois Department of Human Services (IDHS) related to the procurement of personal protective equipment (PPE) for use by IDHS staff at state facilities. IDHS procured 378,450 disposable medical gowns in compliance with FDA Level 2 certification and 28,790 face shields from the vendor The Moving Concierge. This emergency purchase was made due to an inventory error that left IDHS with less than 20,000 gowns and 0 multi-use face shields. The expected contract term was from August 4, 2020 to September 30, 2020 with an estimated cost of $1,660,234.50.

The emergency procurement was necessary to address a threat to public health and safety during the COVID-19 crisis. IDHS selected The Moving Concierge as the vendor due to their established relationship and ability to quickly procure and deliver the required PPE. There was no existing state contract available for these specific supplies. The purchase was funded through state appropriated funds.

Reason for selection of this particular vendor:

Established vendor and master contract holder with multi-year relationship with IDHS was able to procure and deliver personal protection equipment for COVID19 Crisis in a short timeframe.

This vendor had product available for immediate delivery. IDHS inventory records contained an error -- the number of Level II isolation gowns on hand was reported as over 300,000 and that there were over 70,000 face shields. These numbers included gowns and face shields which were received from IEMA. The Level I gowns and the single use face shields IEMA supplied were not a substitute for Level II gowns and more substantial face shields IDHS requires. When the inventory numbers were clarified, it was revealed that the agency had less than 20,000 gowns and 0 multi use face shields. IDHS learned this vendor had both products available immediately and so made the purchase.
