About this file

This is an Emergency Purchase Statement from the Illinois Department of Agriculture, Bureau of Weights and Measures, documenting an emergency procurement for van bodies and crane systems. The department requires the vendor to supply and install two complete van body and crane system assemblies on cab-and-chassis units that were purchased in fiscal year 2026. This emergency notice is not a standard bid opportunity but rather a direct procurement action requiring vendor installation of specialized equipment for the department's operational needs.

The procurement was approved through the emergency purchase process due to urgent operational requirements. The statement authorizes the vendor to proceed with supplying and installing the two van bodies and crane systems as specified, with all work to be completed on the previously purchased cab-and-chassis units. Specific pricing, contract terms, delivery timelines, and installation schedules would be detailed in the associated purchase documentation and vendor agreement executed through this emergency authorization process.

Emergency Condition (select the appropriate option from the drop-down menu below):

To prevent or minimize serious disruption in critical State services that affect health, safety, or collection of substantial State revenues

Provide a description and reasons for needing this emergency purchase:

The Bureau’s previous contract with Arch Equipment for large-scale inspection trucks was canceled after the vendor failed to meet the required contract specifications. As a result, the Bureau utilized appropriated FY26 funding to purchase two cab-and-chassis units to address the ongoing need for large-scale inspection vehicles. The Bureau is now requesting approval to utilize FY27 funding to purchase and install two van bodies and crane systems on the cab-and-chassis units purchased in FY26. The van bodies and cranes are necessary components of the large-scale inspection vehicles and will provide the structure, storage, and lifting capability required to safely transport and deploy the Bureau’s inspection equipment, including large-capacity test weights. Additional specialized inspection equipment and final vehicle outfitting will be completed as necessary to place the vehicles into service. Once completed, these vehicles will be used to conduct large-capacity scale inspections required under the Illinois Weights and Measures Act (225 ILCS 470/10). These inspections are essential to ensuring the accuracy and compliance of commercial weighing devices throughout the State of Illinois and maintaining the Bureau’s ability to provide timely inspection services statewide.

Provide the conditions and circumstances that led to the need for this emergency purchase:

In 2021, the Illinois Department through an IFB, sought to procure four large chassis trucks. Arch Equipment won the bid for the four large trucks , with the contract number 21-406AGR-PROC4-P-23438, which was canceled recently. Despite the clear specifications that the vendor bid on, when the vehicles were delivered , they were not up to the standards, based on the contract specifications. By canceling the contract, the department had over $ 450,000.00 left in FY 26, which were used to purchase cab and chassis, contract number 26-406AGR-AGIND-P-98826. In order to finish the whole product and install the van bodies and crane systems, the agency declared another emergency, on 08/17/2026.

Reason for selection of this particular vendor:

Nomad Equipment was selected as the vendor because it was one of the only vendors able to install the required specifications.

Many other vendors were contacted to see if they could supply the same specifications, but were not able.
