About this file
This is an Emergency Purchase Statement filed by the Illinois Department of Human Services, Chief Procurement Office for General Services, regarding an emergency contract for Medical Director services at Packard Mental Health Center. The Medical Director position has been vacant since May 1, 2023, and is responsible for overseeing all medical, psychiatric, and nursing care treatment, including supervision and credentialing of medical staff, review of restraint authorizations and critical incidents, and direction of clinical policies and procedures. The position requires the incumbent to serve as Chair of the Medical Staff and Pharmacy & Therapeutics committees and provide consultation on clinical and medical issues. The emergency contract term runs from July 1, 2026, through September 28, 2026, for a maximum of 13 weeks with the selected vendor providing a qualified Medical Director at up to 40 hours per week for a total of 520 maximum hours. The contract was awarded on July 1, 2026, when the State agency communicated to the vendor to start work.
The estimated total expenditure for this emergency purchase is $163,800, funded through State Appropriated Funds. The selected vendor is Annashae, a Business Enterprise Program (BEP) certified prime contractor located in Highland Heights, Ohio, who previously provided Medical Director services under an expired contract that ended June 30, 2026. The emergency procurement was justified due to the expiration of the prior contract and the early stages of the FY27 procurement process; without approval, Packard Mental Health Center risked non-compliance with Joint Commission Standards. The Department noted that finding qualified Medical Director candidates has been a significant challenge, and this vendor was selected based on the ability to provide an immediately available qualified candidate. The agency indicated this vendor was the only practicable option under the emergency circumstances and is BEP certified, satisfying best efforts requirements for inclusion of disadvantaged business enterprises.
