About this file
This is an Emergency Purchase Statement issued by the State of Illinois Chief Procurement Office for General Services, involving the Illinois Toll Highway Authority (THA) and Lorig Construction Company. On September 4, 2026, the Toll Highway Authority issued an emergency purchase order for structural repairs to Bridge 821 (I-88, MP 121.9) following an unforeseen vehicular impact that damaged a primary structural girder. The emergency procurement was initiated to expedite engineering assessment, structural analysis, repair plan development, and construction activities to restore the bridge to safe operating condition, minimize impacts to the traveling public, and prevent further deterioration or extended traffic restrictions. The scope of work includes assessment of structural damage, traffic control modifications, temporary shoring methods for stabilization, and repair or replacement of several steel bridge components as determined during field progression. The estimated contract value is $3,000,000.00, with an estimated award date of September 4, 2026.
The contract is funded through "Other" funding sources and categorized as an emergency purchase involving a threat to public health and safety under 30 ILCS 500/20-30. Lorig Construction Company was selected as the sole contractor due to their unique qualifications, recent relevant experience with Illinois Tollway bridge projects, familiarity with site conditions and structural configurations, and ability to respond immediately with available personnel and equipment. The emergency nature of the structural damage and the specialized technical expertise required made additional competitive procurement efforts impractical. Although specific disadvantaged business enterprise (DBE) and veteran-owned small business (VOSB) outreach efforts were not undertaken, the agency encouraged subcontractor participation from certified DBE/VOSB vendors. No active State contract was identified as meeting this emergency need. An Emergency Final Cost form will be submitted by the agency and published no later than the tenth day of the succeeding month, as the contract amount is designated as estimated.

TextField2: Bridge 821 sustained impact damage to a primary structural girder requiring immediate engineering assessment, structural analysis, and development of repair plans. An emergency purchase is necessary to expedite construction activities, restore the bridge to a safe operating condition, minimize impacts to the traveling public, and prevent further deterioration or extended traffic restrictions resulting from this unforeseen event.
TextField4: Bridge 821 sustained an unforeseen vehicular impact that damaged a primary structural member. The damage requires structural repairs, maintenance of traffic modifications, and development of repair plans to ensure the continued safe operation of the bridge. Due to the need to quickly assess the extent of the damage, implement any necessary operational restrictions, and expedite permanent repairs, an emergency purchase is necessary to protect public safety and minimize impacts to Tollway operations.
ExplanationForSelectingVendor: Lorig Construction Company (LCC) was selected due to their unique qualifications and relevant recent experience that align directly with the scope and urgency of this emergency project. LCC has experience performing work of this nature and has familiarity with the site conditions, structural configurations, and logistical/coordination aspects. They have also successfully worked on Illinois Tollway bridge projects with similar scope of work in recent past. Use of this contractor will provide the least disruption to the traveling public.
ExplanationSuppliesServices: It is anticipated several steel bridge component require repair or replacement as a result of the accident. Traffic control and temporary shoring methods are necessary for stabilization measures to be enacted to restore railroad traffic on the structure. The full extent of repair, removal and replacement will be determined as the Contractor progresses work in the field due to the severity of the damage.
TextField3: Due to the urgent nature of the structural damage and the need to immediately assess, design, and implement repairs, the Tollway determined that pursuing additional competitive procurement efforts was not practical under the circumstances. Lorig, the contractor has available personnel, equipment, and familiarity with the site, is able to respond immediately to support the emergency repair effort. Utilizing Lorig provided the fastest and safest means to address the damaged bridge, minimize impacts to the traveling public, and restore the structure to safe operation.
TextField1: The agency will strongly encourage DBE/VOSB subcontractor participation to the vendor. Actions were not taken to include DBE/VOSB certified vendors in this emergency purchase because it is in the State’s/Tollway’s best interest to utilize the contractor that has recent history performing structural repairs to this bridge given the highly specialized structural nature in order to minimize the impact to the traveling public.
