About this file

This Emergency Purchase Statement documents an emergency procurement by the Illinois Department of Public Health for immediate pest control services to address an active bed bug infestation at state facilities located at 525 and 535 West Jefferson Street in Springfield, Illinois. The emergency purchase was issued to Newberry's Termite & Pest Control, a licensed pest control provider based in Springfield. The scope of work includes immediate treatment of the affected floor on December 18, 2025, followed by comprehensive treatment of all twelve floors within seventy-two hours to prevent further spread of the infestation. Additional follow-up treatments of all twelve floors are scheduled for January 24, 2026, and February 21, 2026, to address the bed bug life cycle and ensure complete eradication. The contract period runs from December 18, 2025, through March 17, 2026.

The total expenditure for this emergency purchase is $105,080.00, classified as actual costs rather than estimated. Funding is provided through State Appropriated Funds. The agency determined that no Business Enterprise Program certified vendors or Small Business Set Aside vendors in the Springfield area under NIGP Code 910-59 (Pest Control Services) were capable of providing the required emergency response. Although a statewide pest control contract exists, the agency documented that historical performance indicated service initiation timelines under that master contract would not support the immediate emergency response necessary to protect employee health and maintain facility operations. The emergency purchase was authorized by Mike Caceres, APO, on December 19, 2025, and was made with as much competition as practicable under the emergency circumstances.

If Yes is checked above, explain why the existing contract does not meet the need:

Although a statewide pest control contract exists, historical performance under the master contract indicates that service initiation timelines do not support immediate emergency response.
