About this file

This is an Emergency Purchase Statement from the State of Illinois regarding urgent repairs to the OWR White Building. The document authorizes immediate expenditure necessary to protect state property against further loss or damage, as permitted under emergency procurement procedures. The repairs are classified as emergency work requiring swift action to prevent additional deterioration or structural compromise to the building. The statement establishes the legal and procedural basis for expedited procurement, allowing the state to bypass standard bidding timelines and competitive processes given the urgent nature of the required repairs.

The emergency purchase authorization permits the State of Illinois to proceed with necessary repairs using accelerated procurement methods without waiting for standard bidding procedures or extended response periods. This expedited approach is justified by the immediate threat to state property and the need to prevent escalating damage costs. The statement confirms funding availability for the emergency work and documents the state's determination that conditions meet the threshold for emergency procurement authority under applicable Illinois statutes and regulations.

Emergency Condition (select the appropriate option from the drop-down menu below):

Immediate expenditure is necessary for repairs to State property to protect against further loss or damage

Provide a description and reasons for needing this emergency purchase:

On Wednesday, 6/10/2026 a storm moved through the area causing damage to the North side of Springfield including the Illinois State Fairgrounds. The agency lost power to their main campus and surrounding area causing a facility shut down on 6/11/26 and 6/12/26. On 6/12/26 it was discovered that an adjacent building 833 Taintor Rd had damage to the roof. A portion of the roof was ripped off allowing rain water to infiltrate the building. This building contains records and equipment for the Office of Water Resources. The roof needed to be secured immediately to prevent further loss to State property and immediate mold remediation needed to be started to prevent further loss to State property. Had these measures not been taken the state would possibly incur more extensive damage causing the subsequent repairs to be more costly.

Provide the conditions and circumstances that led to the need for this emergency purchase:

On Wednesday, 6/10/2026 a storm moved through the area causing damage to the North side of Springfield including the Illinois State Fairgrounds.

Reason for selection of this particular vendor:

This is a CMS building and IDNR worked with the CMS Facility Manager who contacted JPMC vendor Tori Construction, LLC.

Due to various incidents around the area Tori advised that they were unable to respond. The agency called several other vendors including SBSA's and received the same response. Pro Bid LLC was able to respond to both emergent incidents immediately. That is why the agency chose this vendor.

Description of supplies or services to be provided:

Temporary roof repair; securing the roof with tarps and appropriate materials to prevent additional rainwater. Water and mold remediation; to reduce water and moisture content in the building to prevent mold from growing in the building and on records growing in the building.

Emergency procurements shall be made with as much competition as is practicable under the circumstances, and agencies shall utilize best efforts to include contractors certified under the Business Enterprise Program in its emergency procurement process. 30 ILCS 500/20-30(a).

Describe the actions taken by the agency to make the emergency purchase with as much competition as is practicable under the circumstances:

After the JPMC was not able to provide repairs to the roof the agency called several SBSA vendors and non SBSA vendors to secure services. Due to the vast amount of damage in the area the selected vendor was the only one that the agency found that could respond immediately to both emergency issues.

List the actions taken by the agency that constitute its best efforts to include contractors certified under the Business Enterprise Program in this emergency purchase:
