About this file

This document is an Emergency Purchase Statement issued by the Illinois Department of Natural Resources for the repair of water line leaks at the Beall Woods State Park Campground. The project will involve excavation, locating and repairing the water line breaks, installing new shut-off valves, and restoring the turf at the disturbed areas. The expected start date is May 25, 2023, and the expected end date is July 21, 2023, with an estimated expenditure of $26,000. The agency first attempted to utilize an existing Central Management System Master Contract for plumbing services but none were available in the relevant region. As a result, the agency selected a local Small Business Set-Aside (SBSA) vendor, F.W. Electric, Inc., DBA F.W. Plumbing & Heating, that is registered in the State's BidBuy system and has extensive experience working at the Beall Woods State Park. The funding for this emergency purchase will be from State Appropriated Funds.

ExplanationForSelectingVendor: IDNR Staff first attempted to utilize a Central Management System Master Contract but there are no contracts at this location (CMS Region #9). Given the Emergency Criteria, the Agency would like to proceed with FW Plumbing & Heating (FW); FW has a local office located in nearby Benton, IL. FW is registered as a Small Business Set-Aside and has registered in the State’s Bid Buy system. FW is intimately familiar with the existing system and has worked at the Beall Woods State Park for over twenty years. The lead time for the water line repairs are anticipated to be short (1-2 weeks). Given the Emergency Criteria on this project, the Agency has identified FW as best suited to expeditiously replace the damaged water lines and complete associated work.
ExplanationSuppliesServices: The Agency would like to move forward with repairing the failed water lines at the Campground. This project will include excavation of the waterlines, locating and repairing the waterline breaks, and backfilling after repairs are complete. In addition, a new shut-off valve to isolate the campground will be necessary (along with additional shut-off valves at the Park Entrance, Boat Ramp, Shelter #1, and Shelter #2). Lastly, the project will include turf stand restoration at the areas disturbed during repairs.
TextField1: The Agency first attempted to utilized an existing Central Management System Master Contract (Plumbing) but none existed in CMS Region #9. The Agency then selected a local SBSA registered in the BidBuy system. NIGP Code 914-68 is an SBSA category, thus a small business was utilized.
