About this file

This is an Emergency Purchase Statement issued by the State of Illinois Chief Procurement Office for General Services on behalf of the Illinois Department of Veterans Affairs for the Illinois Veterans Home Chicago (IVHC). The emergency procurement is for temporary nursing staff consisting of Licensed Practical Nurses (LPNs) and Certified Nursing Assistants (CNAs) to provide care for residents at the facility. The LPNs will perform practical nursing functions for physically and mentally ill or mentally handicapped geriatric residents under supervision, while CNAs will provide nursing assistance and personal care services including activities of daily living, feeding, bathing, hygiene care, ambulation, transfer, repositioning, vital sign recording, and other treatment procedures as directed by licensed nurses. The contract is effective March 23, 2026, with an estimated end date of June 20, 2026, representing a 90-day term.

The vendor selected is Med-Call Healthcare Staffing Agency, located at 1910 S. Highland Ave. #300 in Lombard, Illinois. The estimated expenditure for this emergency purchase is $391,950.00, funded through State Appropriated Funds. The agency determined that no existing State contract was available to meet the immediate staffing needs and selected this vendor based on its ability to provide sufficient temporary nursing staff on an as-needed basis. The emergency was justified under the category of preventing or minimizing serious disruption in critical State services that affect health and safety. The agency indicated that this 90-day emergency procurement was necessary to avoid disruption in care for veterans while preparing a competitive solicitation for long-term program administration.
