About this file

This is an Emergency Purchase Statement issued by the State of Illinois Chief Procurement Office for General Services on behalf of the Department of Veterans Affairs, Illinois Veterans Home Chicago, located at 4250 N. Oak Park Ave., Chicago, IL 60634. The document authorizes an emergency procurement of temporary nursing staff, specifically Certified Nursing Assistants (CNAs) and Licensed Practical Nurses (LPNs), to address critical staffing shortages at the Chicago Veterans Home. The vendor selected is Med-Call Healthcare, Inc., located at 1910 S Highland Ave. #300, Lombard, IL 60148. The procurement was awarded on June 21, 2026, with an estimated contract term of 90 days while the agency prepares a competitive solicitation for long-term program administration. The nursing staff will provide care across all three shifts to ensure residents receive essential daily care and the facility maintains required staffing levels for its geriatric population.

The estimated expenditure for this emergency purchase is $391,950, to be funded through State Appropriation Funds. The emergency condition was justified under 30 ILCS 500/20-30 based on the critical need to prevent or minimize serious disruption in State services affecting health and safety. Med-Call Healthcare was selected based on their availability of trained professional nursing staff ready to cover open shifts immediately. No active State contract was available to meet this urgent need. The agency indicated it took best efforts to include competition practicable under the circumstances and to involve Business Enterprise Program certified contractors. The emergency purchase was authorized as an Estimated cost, with an Emergency Final Cost form to be submitted no later than the tenth day of the succeeding month if actual costs differ from the estimated amount.
