About this file

This is an Emergency Purchase Statement issued by the State of Illinois Chief Procurement Office for General Services on behalf of the Department of Human Services, Division of Shapiro Developmental Center, located at 100 E Jeffrey Street in Kankakee, Illinois. The emergency purchase (BidBuy Reference #B-53425) involves the installation and rental of a temporary HVAC chiller unit for Shapiro's Complex Center, which comprises Buildings 101, 202, 103, and 201. The primary HVAC chiller serving these buildings became inoperable and unable to be repaired, necessitating the emergency procurement of a temporary chiller to maintain safe environmental temperatures for residents during summer operations. The agency communicated with the selected vendor to commence work on July 19, 2026, and the emergency purchase statement was signed by Agency Procurement Officer Jean Sandstrom on July 22, 2026.

The estimated expenditure for this emergency purchase is $271,087.20, funded through State Appropriated Funds. Reicher Industries, located at 8408 N. Kilbuck Road in Monroe Center, Illinois, was selected as the vendor based on its status as the HVAC Master Contract holder with a history of providing services to Shapiro Center, despite the temporary chiller services falling outside the original scope of the master contract. The agency determined that the rates charged by Reicher Industries are consistent with those negotiated under the master contract. While this procurement was set aside for participants in the Small Business Set Aside Program, no Business Enterprise Program vendors registered in the set-aside program were pursued, as the Department of Human Services was able to utilize the existing master contract holder. No active State contract was identified as available for the required services. The amount is marked as estimated, requiring submission of an Emergency Final Cost form by the state agency and publication by the State Purchasing Officer no later than the tenth day of the succeeding month.
