About this file
This is an Emergency Purchase Statement issued by the State of Illinois Chief Procurement Office for General Services on behalf of the Illinois State Police Forensic Services Division for emergency repair services to critical laboratory equipment. The Illinois State Police Rockford Forensic Science Laboratory requested immediate onsite diagnostic, troubleshooting, and repair services for two 7500 analytical instruments that were experiencing repeated fatal errors and rendering both units inoperable. These instruments are essential for processing forensic casework and evidence analysis directly supporting criminal investigations and public safety operations. The emergency condition was declared to prevent serious disruption to critical state services affecting public health, safety, and the criminal justice system. Remi Holdings, LLC was selected as the vendor, with work authorized to commence on August 21, 2026, following contact with potential service providers Fisher Scientific and Remi Holdings LLC. The services to be provided include onsite evaluation, maintenance, component replacements, and performance verification to restore both instruments to full operational status meeting required forensic testing standards.
The total expenditure for this emergency purchase is $7,900.00, designated as an estimated amount, which requires submission of an Emergency Final Cost form by the tenth day of the succeeding month if the actual cost differs from this estimate. The agency made competitive efforts by contacting two vendors; however, Fisher Scientific did not respond despite repeated outreach, leaving Remi Holdings LLC as the only vendor capable of providing services within the required emergency timeframe. The agency determined that no Business Enterprise Program-certified vendors possessed the technical qualifications required for this highly specialized forensic DNA instrument maintenance, as manufacturer-trained or manufacturer-authorized service technicians are necessary. No active state contract was identified as available for these required services. The funding source was designated as "Other" rather than federal funds, state appropriated funds, or state grant funds. The emergency purchase was authorized and signed by Lindsey Storm, Assistant Bureau Chief, on August 25, 2026.

Emergency Condition (select the appropriate option from the drop-down menu below):
To prevent or minimize serious disruption in critical State services that affect health, safety, or collection of substantial State revenues
Provide a description and reasons for needing this emergency purchase:
The Rockford Forensic Science Laboratory currently has two (2) 7500 analytical instruments that are both experiencing repeated fatal errors, causing each instrument to halt mid run and become inoperable. These instruments are essential for the timely processing of forensic casework, including evidence analysis directly tied to criminal investigations and public safety.
Their failure has already caused significant delays in active casework as well as in required proficiency testing for laboratory personnel.
Provide the conditions and circumstances that led to the need for this emergency purchase:
The two 7500 instruments are critical components of the forensic testing workflow that supports criminal investigations, court proceedings, and other public safety functions. Their current outages have halted essential analyses, creating a serious disruption to mandated forensic services that the State is required to provide. Without immediate onsite evaluation and repair by a qualified technician, the laboratory will be unable to produce timely and legally required analytical results, which may delay active investigations, impact judicial processes, and hinder the State’s ability to maintain reliable forensic operations.
Urgent emergency services are therefore necessary to restore both instruments to operational status and prevent continued disruption of critical state services that directly affect public health, safety, and the criminal justice system. The repairs are essential to ensure continuity of forensic casework and proficiency testing, both of which are fundamental to the State’s ability to support law enforcement and uphold public safety responsibilities.
Reason for selection of this particular vendor:
Fisher Scientific and Remi Holdings LLC, were contacted as potential service providers for the instrumentation repairs. These vendors were contacted alongside other concurrent agency instrumentation repair needs. Based on Remi Holdings, LLC timely response and ability to meet the urgent repair needs, the Rockford Laboratory proceeded with Remi Holdings, LLC as the only vendor able to provide services within the required emergency timeframe. Remi Holdings, LLC has also historically contracted SeqGen to perform repairs and services to these 7500 machines for the Rockford Laboratory.
Description of supplies or services to be provided:
Remi Holdings,LLC through SeqGen will provide on‑site diagnostic, troubleshooting, and repair services for both 7500 instruments. This includes evaluating the source of the fatal errors, performing necessary maintenance and component replacements, restoring the instruments to full operational status, and verifying performance to ensure they meet required forensic testing standards.
