About this file

This is an Emergency Purchase Statement from the State of Illinois Chief Procurement Office for General Services, specifically involving the Illinois Department of Agriculture's Illinois State Fair Division. The document details an emergency procurement for National Ambus INC (doing business as American Business Club) to have exclusive rights to pour and distribute alcohol beverages at the State Fair Grandstand Building and Multipurpose Arena during the 11-day fair. The alcohol service will operate from 12:00 PM to Midnight daily, with strict requirements including selling only to individuals over 21, using only sealed containers like aluminum cans and plastic bottles, and prohibiting glass and Styrofoam containers.

The emergency procurement is valued at an estimated $350,000.00, with a contract period from May 29, 2025, to August 26, 2025. The vendor was selected not only for their prior successful performance in operating alcohol concessions at the Illinois State Fair since 2018 but also for their non-profit mission of using alcohol sale proceeds to purchase adaptive tricycles for people with disabilities and provide scholarships for speech therapists. The procurement is classified as an emergency to prevent disruption of critical state services, and while efforts were made to include Business Enterprise Program (BEP) certified contractors, no suitable alternative vendor was found. The funding is categorized as "Other" and is described as a revenue-generating contract.

To prevent or minimize serious disruption in critical State services that affect health, safety, or collection of substantial State revenues

Reason for selection of this particular vendor:

National AMBUCS INC- dba American Business Club was selected for this emergency for some reasons. First, American Business Club won the bid award in 2018 , to operate and maintain the alcohol concession at the Grandstand Building and Multipurpose Arena. While being the winning vendor, the American Business Club conducted the work professionally and operated very efficiently. They know how to operate the concession since they are already experienced by working at the Illinois State Fairs. The second reason why the American Business Club was selected is because of their mission. The organization is a non-profit that uses the funds from the alcohol sale, to buy and build tricycles, for people that are disable. By providing the adaptive tricycles, the organization seeks to help disable people who have challenges with their mobility. The organization also provides scholarships to therapist, who seek to help the individuals that have speech problems. AMBUCS has a chapter in Springfield, making it an organization that operates locally.

Description of supplies or services to be provided:

Vendor will have the exclusive privilege and rights to pour and distribute alcohol beverages at State Fair Grandstand Building and Multipurpose Arena on the Illinois fairgrounds during the 11-day fair. The hours of operation will be from 12:00 PM to Midnight. All the alcohol pouring areas will open and close at that time, unless is differently specified by the agency. Vendor will follow the laws and not sell any alcohol beverage to people under 21, while at the same time monitoring that people under 21 do not enter the tent, unless accompanied by their parents. Alcohol must be sold in sealed containers, such as, aluminum cans, plastic bottlers and plastic cups. Glass and Styrofoam are not allowed. Only plastic cups will be allowed on the Track/SRO area. Vendor will have to pay the Illinois Department of Agriculture, a percentage made by the alcohol sales.

Emergency procurements shall be made with as much competition as is practicable under the circumstances, and agencies shall utilize best efforts to include contractors certified under the Business Enterprise Program in its emergency procurement process. 30 ILCS 500/20-30(a).

List the actions taken by the agency that constitute its best efforts to include contractors certified under the Business Enterprise Program in this emergency purchase:

Under the NIGP 660-05, there is one BEP vendor registered, from the Chicago area. The vendor operates only online and sells wines online by delivering the wine at the customers' houses. This vendor is not qualified for concession and distributing beer and alcohol at the Illinois State Fair. The vendor does not have the capacity to operate at a huge concession event, like the state Fair. The BEP goal is waived by the CEI Compliance Officer, Leslie Taylor
