About this file

This Emergency Purchase Statement was issued by the State of Illinois Chief Procurement Office for General Services on behalf of the Illinois Department of Corrections, Office of Health Services - Dietary Operations. The Department requires a continuous supply of certified prepackaged halal meals to accommodate the religious dietary requirements of individuals in its custody. The emergency purchase was necessitated by a significant variance in scoring during the evaluation of a competitive solicitation for a long-term halal meals contract, which extended the procurement timeline beyond the period covered by the Department's current inventory. The vendor will supply 47,688 cases of certified prepackaged halal meals containing meat, consisting of seven certified menu items: Scrambled Eggs and Pancake, Lubiah Stew, Biryani Chicken, Chicken Thigh with Rice and Onion, Italian Chicken Rice Lentil, Lentil Stew with Lamb, and Chicken Thighs with Tandoori. The contract was awarded on an estimated basis on June 22, 2026.

The total cost of this emergency purchase is $1,856,493.90, funded through state appropriation funds. Performance Food Group, doing business as Vistar, located in Sparks, Nevada, was selected as the vendor based on its existing relationship as a commissary provider for the Department, its immediate access to certified halal meals meeting required dietary specifications, and its established delivery operations familiar with correctional facility security and logistical requirements. The Department reviewed all applicable certified Business Enterprise Program and Veteran Business Program vendors and determined that no company provided certified halal meals, limiting available vendors due to the short-term nature of the purchasing cycle and the required halal certifications. An Emergency Final Cost form will be submitted by the Department and published by the State Purchasing Officer no later than the tenth day of the succeeding month if actual costs differ from the estimated amount.

TextField2: The Department requires a continuous supply of certified prepackaged halal meals to meet the religious dietary requirements of individuals in its custody. This emergency purchase provides those meals for the period between the depletion of the Department's current inventory and the award of a long term contract under the pending competitive solicitation. The purchase is necessary to prevent an interruption in the availability of certified halal meals and to ensure the Department continues to meet its legal obligation to accommodate the religious dietary needs of individuals in its custody.
TextField4: The Department issued a competitive solicitation to establish a long term contract for the supply of certified prepackaged halal meals, but during evaluation it identified a significant variance in the scoring that requires further review. Resolving this discrepancy will extend the procurement timeline beyond the date an award was originally anticipated and beyond the period covered by the Department's current inventory. Because the Department is legally obligated to provide meals that accommodate the religious dietary requirements of individuals in its custody, this emergency purchase is necessary to maintain an uninterrupted supply of certified halal meals until the review is complete and the long term contract is awarded.
ExplanationForSelectingVendor: The selected vendor is an existing commissary provider for the Department and has access to a supply of certified prepackaged halal meals that meet the required dietary specifications. Because the vendor already makes regular deliveries to Department facilities, it is familiar with the security and logistical requirements of the correctional environment and can begin delivery without the lead time a new vendor would require. This combination of immediate access to certified meals and established delivery operations allows the vendor to meet the Department's need within the limited time available.
ExplanationSuppliesServices: The vendor will provide a total of 47,688 cases of certified prepackaged halal meals containing meat, delivered to Department facilities to meet the religious dietary requirements of individuals in custody. The meals consist of seven certified menu items: Scrambled Eggs and Pancake, Lubiah Stew, Biryani Chicken, Chicken Thigh with Rice and Onion, Italian Chicken Rice Lentil, Lentil Stew with Lamb, and Chicken Thighs with Tandoori. The total cost of this emergency purchase is $1,856,493.90.
TextField3: The short-term nature of our current purchasing cycle does not allow vendors to secure reliable supply chains or establish partnerships with BEP certified businesses. The required Halal certifications also limited available vendors.
TextField1: The Department of Corrections reviewed all applicable certified BEP/VBP vendors and no company provided certified Halal meals.
