About this file
This Emergency Purchase Statement, issued by the State of Illinois Chief Procurement Office for General Services, documents an emergency pharmacy services contract awarded to JHC Acquisition, LLC d/b/a Omnicare of Northern Illinois by the Illinois Department of Veterans Affairs for the Illinois Veterans Home Chicago (IVHC). The emergency procurement was initiated to prevent serious disruption to critical state services affecting the health and safety of veterans residing at the facility. The vendor shall provide comprehensive pharmacy services including medication dispensing, intravenous (IV) solutions, a licensed pharmacist available on a 24-hour on-call basis, monthly chart reviews for compliance documentation, HIPAA-compliant fax machines, lockable medication carts, and convenience boxes containing miscellaneous medical supplies, house stock medications, over-the-counter medications, and IV supply and hydration kits. The contract period spans from September 21, 2026, through December 19, 2026 (90 days), serving as a temporary measure while the agency prepares and conducts a competitive solicitation for long-term program administration.
The estimated total contract expenditure is $180,000 in state appropriated funds. Omnicare was selected as the sole vendor capable of providing the requisite services without disrupting care for veterans, having been the only respondent to the original competitive solicitation and having provided reliable service for five years prior to the expiration of the previous contract on September 23, 2025. The facility lacks an on-site pharmacy, necessitating external pharmacy services. The vendor has demonstrated capability through six-day-per-week medication deliveries and provision of medication carts. No active state contract was available to meet the immediate need, and the emergency procurement was authorized on the estimated cost basis on September 21, 2026, with an Emergency Final Cost form to be submitted by October 10, 2026, if actual costs differ from the estimated amount.
