About this file
This document is an Emergency Purchase Statement from the State of Illinois Chief Procurement Office. It details the emergency procurement of electrical services for the Northern region of Illinois. The State is declaring a 90-day emergency contract with The Stone Group, Inc. to provide general and emergency service for electrical systems, including distribution, wiring, fixtures, panels, breakers, and equipment for facilities located in the city of Chicago and all counties north of Interstate 80. The estimated cost is $52,903 for the emergency term of July 1, 2021 through September 29, 2021, or until a statewide master contract is executed.
The previous contract term for these electrical services expired on June 30, 2021 and was not rebid, leading to the emergency declaration. The Stone Group, Inc. has 5 years of experience providing these services in the Northern region and was selected to avoid electrical service problems that would impact high-profile state buildings in Chicago. There is no existing contract currently in place. Funding for this emergency procurement will come from state appropriated funds.

| ExplanationForSelectingVendor: The original contract term for 18-416CMS-BOPM4-P-1660 Electrical Services Northern?Chicago was from 7/01/2016 to 06-30-2021 and was not re-bid. The proposed twelve-month extension was denied by the State Purchasing Officer, as a result Central Management Services is declaring this 90-day emergency. There is no existing contract in place. The previous incumbent vendor, The Stone Group, Inc. has had 5 years experience with the electrical services issues in the Northern Region. Failure to execute this emergency contract would result in electrical service problems not be corrected in a timely manner. This would result in the inability to utilize machinery and equipment powered by electricity. There are several major buildings that utilize this contract such as the James R Thompson Center, Michael A Bilandic Building and the Chicago Medical Center Complex. These are high profile and public buildings that could be severely impacted if we do not have a contract in place for use in emergencies as well as repair and maintenance. In addition, this is the season for many county fairs that would require these services. |
