About this file

This is an Emergency Purchase Statement issued by the State of Illinois Chief Procurement Office for General Services on behalf of the Central Management Services agency, Bureau of Property Management, located in Springfield, Illinois. The emergency procurement involves the repair of an overhead door at CMS Garage 49 North in Glendale Heights that ran off its tracks and became suspended from its remaining steel rollers, creating a public safety hazard that required immediate remediation. The vendor selected is United Door & Dock, located in Springfield, Illinois, based on their immediate availability and previous knowledge of the door system. The expected service period runs from December 12, 2025, to March 12, 2026, with work to commence urgently upon execution of this emergency purchase.

The estimated expenditure for this emergency procurement is $4,921 in state appropriated funds. The agency documented that five Business Enterprise Program (BEP) certified vendors were available under NIGP Code 91055; however, due to the urgent nature of the emergency situation and the need to restore the facility to safe operation immediately, the decision was made to engage United Door & Dock based on their specialized knowledge and capacity for rapid response. No existing state contract was identified as available for these specific repair services. The emergency purchase was authorized by Martha Blackwell, Facilities Portfolio Manager, on December 15, 2025, and complies with Illinois procurement requirements mandating as much competition as practicable under emergency circumstances while utilizing best efforts to include BEP-certified contractors.
