About this file
This is an Emergency Purchase Statement from the State of Illinois Chief Procurement Office for General Services, involving Central Management Services and the Bureau of Strategic Sourcing. The document details an emergency procurement for renting a 200-ton chiller for the Dickson Mounds Museum for the 2026 summer/fall season. An emergency was initially declared on 5/15/25 due to a chiller breakdown at the museum's location (Y0108, 10956 Dickson Mounds Rd, Lewistown, IL 61542), necessitating immediate rental to protect artifacts. The expected contract period is from 8/13/2025 to 11/10/2025, with the vendor (Carrier) responsible for both chiller rental and removal when no longer needed.
The total estimated expenditure is $52,888.10, to be funded through State Appropriated Funds. The emergency procurement was justified by the urgent need to protect museum artifacts and the difficulty of finding another vendor with an available chiller of this size during the hot season. No Business Enterprise Program (BEP) vendors were located within 50 miles of the site, and there is no existing state contract available for these services. The document indicates that best efforts were made to ensure competitive procurement under emergency circumstances, with the procurement authorized and signed by the Facilities Portfolio Manager.

Emergency Category (select the appropriate option from the drop-down menu below):
Immediate expenditure is necessary for repairs to State property to protect against further loss or damage
Reason for selection of this particular vendor:
An Emergency was declared on 5/15/25 on a Chiller that went down at Y0108, 10956 Dickson Mounds Rd, Lewistown, IL 61542. The chiller could not be repaired and required the rental of a 200Ton chiller immediately to protect the artifacts stored at the museum. Since we were unable to get the original emergency extended and we need the chillers on site through the end of the season, while CDB determines a course of action, we are using the same Vendor from the original emergency to avoid having to pay additional delivery and set up fees if we were to try and find another Vendor. Being in the middle of the hot season, most vendors do not have this size of chiller available at this time for rent.
Description of supplies or services to be provided:
Vendor will rent the State a 200 Ton chiller for the 2026 summer/fall season to protect the artifacts housed at the Dickson Mounds Museum. They will also be responsible for the removal of the chiller when the need no longer exists.
