About this file
This document is an Emergency Purchase Statement issued by the Illinois Department of Natural Resources (IDNR) to procure emergency concession services for the Golconda Marina located in Pope County along the Ohio River. The IDNR requires these services to prevent disruption of critical state services, damage to state property, and loss of substantial state revenue. The concession services will allow for the operation of the marina, including daily, overnight and seasonal boat slip rentals, fuel sales, and the sale of various items. The emergency procurement is necessary as the IDNR is in the process of making substantial repairs to the marina, and has a major dredging project scheduled that will require a concessionaire to manage the surge in public interest during the closure. The initial term of the contract is from April 8, 2019 to July 5, 2019.
The contract will be revenue-generating, with the concessionaire, Larry W. Millis, LLC, paying rent to the IDNR and being responsible for general maintenance and repairs, as well as safety and security at the site. Millis was the only vendor interested in operating the marina, and has experience owning and operating a gas station and convenience store in the area. The IDNR expects the concession to generate approximately $305,000 in annual sales, of which $125,000 is directly collected by the state from the sale of hunting and fishing licenses.

| ExplanationForSelectingVendor: Multiple vendors were contacted to operate the marina. Larry Millis was the only interested party. Mr. Millis has owned and operated a gas station and convenience store in Golconda, IL for 13 years and is an avid boater in the area. He has obtained sufficient working capital and provided DNR with an acceptable business plan. |
| ExplanationSuppliesServices: The Illinois Department of Natural Resources (IDNR) requires emergency concession services at the Golconda Marina, located in Pope County along the Ohio River. |
The Golconda Marina is a 274-acre full-service boat marina recognized as one of the finest fishing and boating areas in the nation. On average, the concession generates $305,000 in annual sales derived from daily, overnight and seasonal boat slip rental, and the sale of Illinois hunting and fishing licenses, fuel, and miscellaneous items offered in the concession store. Of the $305,000 IDNR directly collects approximately $125,000 annually from the sale of hunting and fishing licenses alone as Golconda Marina is the only point of sale (POS) for hunting and licenses in Pope County.
IDNR is in the process of expending a substantial amount of money for repairs to the marina including new decking, replacing damaged poly floats, re-anchoring of dislodged docks, and improvements to the concession building. These repairs and improvements will not be sustained if a concessionaire is not there to perform the general and routine maintenance IDNR in unable to provide.
IDNR has also slated a major dredging project to commence once Spring flooding has subsided at the marina. The Marina will be closed for approximately six to eight weeks while this is performed. IDNR expects a surge in interest once the public is made aware of the dredging project. Having a concessionaire available to address the publics' interest and arrange slip rentals during this process is vital as it will open the marina up to entertain more boats that are currently unable to access it at current silt levels.
Mr. Willis will be authorized to collect fees for daily, overnight and seasonal boat slip rental, dispense fuel, and offer for sale food, confections, hot and cold non-alcoholic beverages, tobacco products, selected souvenirs and novelties in good character, clothing, newspapers, boating equipment, bait, hunting/fishing licenses, marine, fishing, hunting, picnic and camping supplies, offer boat rental and State of Illinois Lottery Tickets.
Mr. Millis will pay rent to DNR for the leased premises, be responsible for general routine maintenance and repairs, and safety and security at the site.
Immediate concession services are necessary to prevent a potential threat to public safety, further damage to State property, and disruption of services providing for the collection of substantial State revenues.
