About this file

This document is an Emergency Purchase Statement from the Illinois Department of Transportation (IDOT) procuring critical Computer Aided Design and Drafting (CADD) software application solutions from Bentley Systems, Incorporated. IDOT has utilized Bentley Systems for over 20 years, and Bentley's software is considered an industry standard for all state Departments of Transportation. The emergency procurement is for a 90-day term from July 1, 2021 to September 29, 2021, with services including an Enterprise License Subscription and a Graduated ProjectWise CE (Global) Subscription totaling $388,848.25. This emergency purchase is necessary as IDOT's current contract with Bentley expired on June 30, 2021, and the new contract procured through a Request for Proposal (RFP) in December 2020 is still under negotiation and has not been fully executed.

The emergency procurement is being funded through state appropriated funds, as Bentley Systems provides IDOT with critical software solutions necessary for the agency's varied planning, design, maintenance, and construction related disciplines and workflow processes for roads and bridges across Illinois. IDOT has a long-standing relationship with Bentley Systems, and this emergency purchase will allow IDOT to continue utilizing Bentley's industry-standard CADD software while the new contract is finalized.
