About this file
This is an Emergency Purchase Extension document issued by the State of Illinois for an emergency fire pump replacement project (J0171) in Springfield. The document serves as public notice of the State's intent to extend an emergency contract previously declared under B-52806. The extension, identified as B-53755, authorizes continued procurement and installation services for the fire pump replacement initiative without conducting a standard competitive solicitation process, as permitted under emergency purchasing provisions. The project involves the replacement of critical fire suppression equipment infrastructure necessary to maintain operational capability and public safety at the Springfield facility.
The emergency extension allows the State to continue work under the terms and conditions established in the original emergency declaration without interruption, enabling expedited completion of the fire pump replacement. As this represents an extension of an existing emergency contract rather than a new solicitation, specific pricing, contract term, and funding details would be governed by the original contract documentation (B-52806) and any amendments thereto. The use of emergency procurement authority indicates that normal competitive bidding procedures were waived due to the urgent and critical nature of the fire pump replacement requirement, where delay would compromise facility operations and public safety.

Is there BEP participation on this contract? If no, explain why
There are 4 BEP/VSBP vendors registered in NIGP code 93633; however, there is only 1 local and with the size of the project, they needed someone immediately they knew could handle the job. We cannot switch up vendors in the middle of a project like this so we cannot utilize the BEP vendor. The only BEP vendor registered in Sangamon County has never submitted a bid for any solicitation with the State and is therefore a complete unknown. There are 2 payments listed at the Comptroller for $30 and $14.84 so they have done no real work for the State. Due to the size of the system and the age of the building, the State needed a Vendor with known experience to ensure a good repair was made and could not afford to take a chance on an unknown vendor's work. The original Emergency under B-51437 utilized a Vendor that was already in the area and whose work was familiar to the State. As they were one of the Vendors that worked on the State Capital Construction project, it was known they had the experience and financial ability to handle the cost of this sizable repair, they were utilized. Then when the 2nd Emergency was decalred due to the pump order delay, we continued with the same Vendor and will be using them to complete the project.

1. Provide detail about the events that led the agency to conduct an emergency procurement:
Fire pump replacement for a failed pump that is 30 years old at the ISP Headquarters building located at J0170, 800 S. 7th Street, Springfield, IL 62703. An emergency was declared under B-51437 from 03/05/26 to 06/02/26. However, there were issues with getting the materials needed and we ran out of time to extend the original emergency, so we had to declare a Second Emergency under B- 52806 from 06/03/26 to 08/30/26.
2. What is the scope of work of the initial emergency contract? Please detail below:
Fire pump replacement for a failed pump that is 30 years old at the ISP Headquarters building located at J0170, 800 S. 7th Street, Springfield, IL 62703.
3. Does this extension change the scope of work? Yes No If yes, please detail below:
Original BidBuy Reference #: B- 52806
4. Provide justification for extending the original emergency contract:
Due to delays in getting all the materials needed to complete the emergency we need to provide the Vendor additional time to complete the installation. The Vendor is working on the installation but it is a very complicated and huge project, so the Facility Manager has asked that we allow an additional 3 months to make sure it can be completed.
5. Does this emergency contract correct or eliminate the emergency condition?
Yes No Please detail:
6. Explain why the need cannot be met through a competitive procurement process.
The original Vendor has the experience to work on this very large, very old system and has ordered the parts required and begun the installation. If we were to bid out through a competitive procurement process, no Vendor is going to guarantee another Vendor's work.
7. Is a competitive procurement in process to replace this emergency contract?
Yes No Status:
