About this file

This document is an Emergency Purchase Extension form from the State of Illinois Chief Procurement Office for General Services. It extends an existing emergency contract between the Department of Innovation and Technology (DoIT) and vendor SEPS, Inc. to engineer, furnish, and install new uninterruptible power supply (UPS) systems, generators, and related equipment as needed statewide. The original emergency contract was for $3.5 million and had a term from September 10, 2022 to December 8, 2022. This 180-day extension from December 9, 2022 to June 6, 2023 adds $1 million in estimated expenditures to maintain existing systems statewide and potentially upgrade equipment at existing sites. The extension is necessary as DoIT transitions to a competitive bidding process for these services instead of the original request for proposals.

The extension will be funded through state appropriated funds. This extension is critical to maintain power systems that provide protection and sustain the services on the state's network during commercial power abnormalities or outages. The new office building at 555 W Monroe requires a 700 KW generator and multiple UPS units costing approximately $3 million that will be procured under this contract during the extension period.

Describe the scope of the original emergency (supply, service, etc.):

The contract will allow DoIT to engineer, furnish and install new uninterruptible power supply (“UPS”) systems, generators, and related equipment as needed. The resulting contract will also provide the following services: power installation, maintenance, emergency maintenance, and preventative maintenance at locations statewide. Maintenance and emergency maintenance are crucial to keep critical state services working in case of power outages.

There is a need for a new 700 KW generator and multiple UPS units to power the new state office building at 555 W Monroe. The cost for this equipment, installation and associated cost is approx $3M and will be ordered off this contract. The generator has yet to be purchased but will be purchased during the time of this extension.

Describe the scope of the extension (supply, service, etc.). Show justification for extending the original emergency contract, and explain why the extension need cannot be met through a competitive process:

The State requires maintenance of existing systems statewide, and anticipates a requirement for upgrades at existing sites. Maintaining the systems that supply regulated power to our network equipment during commercial power abnormalities or outages is vital to providing protection of the network 24 x 7 and sustaining the services carried on it.

This contract would provide the State with a vehicle for procurement, maintenance, and repair for the emergency period.

It has been decided that it will be best to move forward with an IFB instead of the original RFP that had been in process. Once the IFB is drafted, reviewed and approved, it will need to go through the normal IFB process. The process includes the IFB going out for bids, reviewing the bids, awarding the bid, protest period, negotiating the contract and then executing the contract. For these reasons, the agency is requesting a 180 day extension.

Was authorization to proceed verbally given? No Yes NA

Term of emergency procurement shall not exceed 90 days. Contract may be extended beyond 90 days if CPO determines additional time is necessary; however, prior to execution of extension, CPO must hold a public hearing and provide written determination.
