About this file
This document is an Emergency Purchase Extension Approval from the Chief Procurement Officer (CPO) for the State of Illinois Department of Healthcare and Family Services (HFS). The original emergency contract was awarded to DentaQuest of Illinois, LLC d/b/a DentaQuest to provide dental services within the Illinois Medical Assistance Program (MAP) for fee-for-service customers. The scope of work includes ensuring customers receive necessary dental services, referring them to providers, monitoring access to care, promoting EPSDT services, and facilitating transportation. The original emergency term was from July 1, 2023 to September 28, 2023. The extension will be from January 1, 2025 to December 31, 2025 at an estimated cost of $53,000,000. The extension is needed due to the cancellation of the rebid solicitation, which failed to consider all factors significant to the State, as well as administrative changes within the agency.
The original contract amount was estimated at $12,044,400. There is a 5% BEP goal that applies only to the PMPM fee. The emergency contract has been extended previously under different bid reference numbers, with the most recent extension ending on December 31, 2024. HFS is currently developing a new RFP to be posted in FY25 Q2 to competitively procure these services. Denial of this extension would risk non-compliance with federal law and the inability to provide required EPSDT dental services.

The rebid, titled Dental Program for Fee-for-Service Customers (REBID RFP 23-478HFS-DIREC-B-35003), was published on 02/22/2023 but later canceled on 04/02/2024 due to 44 ILCS 1.2040 (b)(1)(e), as the solicitation failed to consider all factors significant to the State. This cancellation announced a forthcoming rebid. As a result of the need to rebid, the agency declared an emergency.

If this procurement is not approved, HFS would run the risk of no longer being in compliance with federal law. This contract is critical to enable the Department to maintain standards and controls regarding dental services
