About this file

This is an Emergency Procurement Notice issued by the State Board for Technical and Comprehensive Education (SBTCE)/SC Technical College System on March 10, 2026. The project involves the emergency replacement of HVAC equipment at the Workforce Training Center (WTC) located at 1090 Newton Way, Summerville, South Carolina. The scope of work includes replacing five rooftop units (RTUs) and retrofitting forty-four variable air volume (VAV) units with RIRO kits. The emergency procurement was declared necessary due to critical failures of the original 20-year-old HVAC system, which resulted in building temperatures reaching 85-90 degrees in certain areas, with two of five rooftop units completely non-functional. Repair estimates for individual units exceeded $100,000 each, and continued repairs were deemed economically unfeasible due to obsolete parts and escalating costs. The emergency determination was based on threats to public health, welfare, and safety, as well as disruption to critical workforce training operations essential to regional economic development. Cullum Services, Inc. was selected as the emergency vendor following a competitive process where an engineering firm (DWG Engineering Consultants) prepared specifications and drawings that were distributed to four pre-selected qualified vendors for expedited quotes, with the lowest bidder demonstrating the ability to meet emergency timelines being awarded the contract.

The total project cost is estimated between $900,000 and $950,000. The procurement was conducted pursuant to S.C. Code Ann. 11-35-1570 and S.C. Regulation 19-445.2110, which authorize emergency procurements when necessary to address immediate threats to public health, welfare, or safety. The notice was posted in the South Carolina Business Opportunities (SCBO) system for the required minimum of 10 business days. Interested parties have the right to protest the award in accordance with Section 11-35-4210, with protests of intent to award required within five business days of posting and formal protests permitted within fifteen days of posting. Protests should be submitted to the Chief Procurement Officer at the Materials Management Office, 1333 Main Street, Suite 700, Columbia, South Carolina 29201, or via email at protest-mmo@mmo.state.sc.us.

This Emergency Procurement has been put in place in order to avoid a potential threat to public health, welfare, or safety of the trainees and SBTCE Employees.

Describe the nature of the emergency condition and the resulting immediate threat to public health, welfare, critical economy and efficiency, or safety that this procurement responded to: Numerous issues and failed repair attempts to the HVAC rooftop equipment at the TTC - Workforce Training Center has led to the emergency determination that new HVAC equipment is needed. These issues have led to temperatures reaching 85-90 degrees in some areas of the building, with 2 rooftop units not running at all. These conditions are not only unsafe but also interrupt critical training operations, an initiative essential to regional economic development and workforce readiness.

Describe the facts and circumstances giving rise to the above describe emergency condition and threat: The HVAC equipment at the Workforce Training Center (WTC) at 1090 Newton Way, Summerville, is original to the building and is 20 years old. Over the last several years, equipment has failed and attempts at repairs have become more costly and difficult, with many parts now being obsolete. Two of the five rooftop units have completely failed, with estimates to repair over $100K per unit. Rather than continue this course, SBTCE decided to replace the five RTUs and retrofit the failed

VAVs to limit the disruption and damage to the building.

Agency has contracted with Emergency Vendor for the supplies, services, information technology, or construction described below per S.C. Code Ann. §11-35-1570 and S.C. Regulation 19-445.2110, Emergency Procurement.

Basis for Selection of the Vendor – An engineering company (DWG Engineering Consultants) was hired to prepare specs and drawings for the project. These were sent to four qualified preselected vendors to provide an expedited quote for the services. The lowest bidder, with the ability to expedite services to meet emergency needs, was awarded the project.

Description of supplies, services, information technology, or construction: Five RTUs are being replaced, and forty-four VAVs are being retrofitted with RIRO kits. This will ensure that all failed equipment has been replaced. Total cost of this work: $900K-950K.
