About this file

This is an Emergency Extension Notice issued by the Illinois Department of Human Services (DHS) for emergency services addressing mold issues at the Mabley Center located in Dixon, Illinois. The document approves an emergency extension (B-53287) for continuation of existing services rather than initiating a new bidding process. The extension authorization allows the current service provider to continue remediation and management activities related to the identified mold contamination at the facility without interruption of essential services. No new solicitation period, bidder meetings, or competitive bidding process is associated with this emergency action, as it represents a direct extension of ongoing emergency response efforts.

The emergency extension is justified by the urgent nature of the mold situation at the Mabley Center and the need for continuity in addressing health and safety concerns. This notice explicitly states it is not a bidding opportunity and does not solicit competitive proposals from vendors. The extension preserves the incumbent contractor's authority to continue work under emergency protocols, allowing immediate action to address the mold issues without the time delays associated with standard procurement procedures. Specific pricing terms, contract duration of the extension, and detailed funding sources are not provided in this notice, as it functions as an administrative authorization document for emergency service continuation rather than a comprehensive contract specification document.

Requesting Agency: DHS - Human Services Division: Mabley Developmental Center

The vendor will provide air scrubbers for the Center's seven (7) residential homes where mold has been detected at elevated levels.

3. Does this extension change the scope of work? Yes No If yes, please detail below:

Original BidBuy Reference #: B- 52446

4. Provide justification for extending the original emergency contract:

The air scrubbers are needed to treat mold and improve air quality in resident homes through the end of the cooling season.

The health and safety of the individuals who reside in the homes would be in jeopardy without them.

5. Does this emergency contract correct or eliminate the emergency condition?

Yes No Please detail:

This need will reoccur each cooling season until CDB replaces the HVAC units in the residential homes. At this time, there is no timeline of when this project will be completed.

6. Explain why the need cannot be met through a competitive procurement process.

This was an emergency situation that needed immediate action and need will end when cooling season is over. The Facility did not consider an Invitation for Bid (IFB) earlier in the year because there was a possibility CDB would be completing the replacement of the HVAC units this summer.

7. Is a competitive procurement in process to replace this emergency contract?

Yes No Status:

An IFB was not considered for the extension period because it could have caused the Facility to pay another set-up/tear down fee. If the units are not replaced by early next year, the Facility will bid out the services for 2027 cooling season.

8. What is the effect of a denial of this extension request?

The Center will not have the services needed to treat the mold and improve air-quality in residential homes.
