About this file

This document is a Questions & Answers response related to a Request for Response (RFR) issued by the State 911 department for an Emergency Medical Dispatch Protocol Reference System, Quality Assurance, and Training. The RFR solicits proposals for a system to provide emergency medical dispatch protocols, quality assurance, and training. The RFR includes a pricing structure requirement and price tables in Attachment D, though the solicitation indicates that alternative proposals are permissible. The RFR lists the members of the Project Management Team as Louise McCarthy, Karen Robitaille, and Monna Wallace, and provides guidance on communicating with the team during the procurement process.

The pricing structure is required to be submitted according to the published cost tables, but bidders may propose alternatives and exceptions which must be clearly identified. Bidders are permitted to submit additional sheets as needed to provide a comprehensive response to the RFR.

Questions & Answers

Q1. With reference to the pricing structure requirement as defined in section 12 and the price tables contained in Attachment D. The ability to communicate differences and potential cost benefits between vendor systems and their offerings appear to be limited by this document. While section 12 of the RFP states that adherence to the price matrix is mandatory; attachment A, page 18 of the RFP indicates that alternative proposals are permissible. Can you please clarify this matter?

A1. Bidders are required to complete cost tables as published. However, in compliance with Section 12.4 of the RFR “…should a bidder take exception or propose an alternative to any section of this RFR, it shall be clearly identified within that section and restated on Attachment E.” … “Bidders may attach additional sheets as needed to submit a comprehensive response to this RFR.”

Q2. Could a list of the employees of the procuring department or any member of the “PMT” be made available? Based on the language in “Bidder Communication”, (page18) we want to be sure that at no time we inadvertently communicate with any member.

A2. PMT members are:

Louise McCarthy
Karen Robitaille
Monna Wallace
