About this file

This document is a Request for Information (RFI) issued by the Department of Veterans Affairs Technology Acquisition Center for Enterprise Messaging, Collaboration, Authentication and Office 365 (EMCAO) Services. The RFI seeks to identify Small Business Administration Veteran-Owned Small Businesses (VOSBs) and Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) capable of providing services under the Transformation Twenty One Total Technology Next Generation (T4NG) contract. The NAICS code is 541512 with a $34 million size standard, and interested vendors must be verified in the SBA VetCert database.

Vendors responding to the RFI must submit a 10-page response by 10:00am EST on November 18, 2025, via email to Diana Sesta and Susan Banasiak. The response must include company details, technical capabilities, corporate experience with specific references, and a demonstration of ability to meet the set-aside requirements. Specifically, vendors must show they will not pay more than 50% of the government contract amount to non-certified SDVOSB firms. The RFI emphasizes that this is for planning purposes only, with no guarantee of contract award, and is part of a re-compete effort for existing EMCAO services.
