About this file

This is an email chain involving the Town of Los Gatos, California, regarding an operational audit of the Town's fleet operations. The correspondence between Nicolle Burnham (Director of Parks and Public Works), Cheryl Parkman (HR Director), and Paul Gonia pertains to the planning of a Request for Qualifications (RFQ) for a performance audit of the Town's fleet. The audit will focus on vehicle usage, assignment, and maintenance rather than financial performance. The Town manages 91 vehicles and equipment assets through its Parks and Public Works department, including construction equipment, work trucks, police vehicles, trailers, and off-road UTVs. An initial assessment of the fleet was completed in 2024 and is referenced as a supporting document. Town Council requested this audit because the Town lacks internal staff with the specialized fleet planning knowledge required to conduct the work.

Cheryl Parkman confirmed in her response dated July 9, 2026, that the audit work would not conflict with any bargaining unit job descriptions, allowing the Town to move forward with the RFQ. No specific contract term, pricing information, response deadlines, or award dates are detailed in the email correspondence. The audit represents specialized consulting work that the Town determined cannot be performed by existing personnel.

Hi Nicolle, I’ve read through the RFQ’s scope of work, and it doesn’t appear that the audit work would be included in any of the bargaining unit’s job descriptions since it requires specialized fleet planning knowledge.

You should be able to move forward.

Thanks, Cheryl

Hi Cheryl – PPW is planning this RFQ. Please let me know if this requires reporting and if so, what information you would need. The Town does not have staƯ with the appropriate qualifications to do this work, and Town Council has requested this audit.
