About this file
This is Amendment 2 to a solicitation issued by the North Dakota Department of Environmental Quality for asbestos abatement services at Ely Elementary School in Rugby, ND. The amendment, issued February 10, 2025, addresses questions received prior to the bid submission deadline of March 7, 2025, at 3:00 PM CT. The project involves asbestos tile removal and proper disposal at 207 2nd St SW, Rugby, ND 58368.
The amendment specifically clarifies technical requirements regarding the removal methods for tile and mastic. It explicitly prohibits the use of mechanical methods, including floor buffers with solvent, as these could render the materials friable. The amendment stipulates that contractors must use hand scraping with solvent for mastic removal from concrete floors, eliminating any mechanical removal options for this project.

SOLICITATION AMENDMENT 2
February 28, 2025
Solicitation Number: 303-23-016 Title: Asbestos Abatement at the Ely Elementary School located in Rugby, ND (207 2nd St SW) Deadline for Receipt of Bids: March 7, 2025 at 3:00 PM CT Date Issued: February 10, 2025
The Bid Question Deadline section of the Invitation for Bid (IFB) established a deadline for Bidders to ask questions to obtain clarification and request additional information, or object to material in the IFB. The responses, including any necessary amendments, are as follows:
1. Question: No mechanical methods for removal may be used that could potentially render the tile or mastic friable (See Mandatory Requirement 12). Regarding nonfriable removal of the tile and mastic. Just to clarify: This means we will not be able to use floor buffers with solvent to remove the mastic from the concrete? Will we have to hand scrub all floors with solvent to remove mastic?
Response: Using a floor buffer with the solvent would be considered mechanical means and is not an option for removal on this job. The floors will have to be scrapped by hand with solvent for mastic removal.
No amendment necessary.
Questions regarding this amendment must be submitted in writing to the Procurement Officer.
