About this file
This document contains a Justification for Other than Full and Open Competition and information on a related solicitation for the USMC Gender-Integrated Recruit Training Study. The justification approves limiting competition to public and private universities for the study due to the specialized expertise and facilities required. It does not anticipate a follow-on requirement but would reevaluate competition if one arises. The solicitation reposts requirement M95494-20-Q-0021 seeking quotes from public and private universities only to conduct the gender-integrated recruit training study for the United States Marine Corps. Interested offerors should review the solicitation and attachments for submission instructions. The closing date is not provided.

information pertaining to the market research and assessment of the responses received to the Market Surveys, in the Market Research Report.
9. Actions the Agency May Take to Remove or Overcome Any Barriers to Competition Before Any Subsequent Acquisition for the Supplies or Services Required.
There is not anticipated to be a follow on requirement to this one at this time. However, if there is a follow-on requirement, the Government would conduct further market research to determine whether the follow-on requirement would require limiting the sources to universities again (for the reasons explained in paragraph 5 above) or if competition could open up to all sources.
