This Request for Information (RFI) is issued in accordance with Federal Acquisition Regulation (FAR) 52.215-3 (Request for Information or Solicitation for Planning Purposes – Oct 1997) and is published for market research and planning purposes only. The Air Force Life Cycle Management Center (AFLCMC), Defensive Cyber Systems Branch (HNCD), located at Joint Base San Antonio - Lackland, Texas, is seeking information to support its planning efforts. The Government has sole discretion in determining a procurement strategy based on the information received. Submittals will not be returned. 1. Background

The Air Force Life Cycle Management Center (AFLCMC/HNCD) is seeking information on solutions that provide Big Data Platform (BDP) services to deploy, develop, and sustain cloud-based enterprise data storage and analytics capabilities on the Joint Cyber Warfighting Architecture (JCWA) compliant Unified Platform (UP) BDP, known as the Enterprise Logging Ingest and Cyber Situational Awareness Refinery (ELICSAR). This includes establishing interoperability with Lower Echelon Analytic Platform (LEAP) - Tactical (LTAC)- based edge analytics, storage, and data transport capabilities within the Integrated Defensive Cyber System (IDCS) architecture. BDPs operate at Unclassified and classified domains.

2. Purpose

The primary purpose of this RFI is to gather information to sustain and enhance the existing ELICSAR BDP and the integration of a data analysis tool set that dramatically improves querying, visualization, and collaboration capabilities. This integration moves the Air Force toward a more cloud-native approach, optimizing compute and storage. Additionally, the focus is on development of a comprehensive Data Fabric to support the Cyberspace Operations System (CSOS) mission, aligning with a core component in fulfilling JCWA requirements. This involves creating a secure, integrated framework for data ingestion, storage, analysis, and transport across multiple classification domains. This includes Apache NiFi and the utilization of N8N, an open-source software tool used to create graphical user interfaces (GUI) to allow for quicker and easier configuration changes on ELICSAR.
