Elevation Gearbox Assembly (Part Number: 14503-01)

CAUTION:

The United States Government is conducting market research to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for qualification and production of an Elevation Gearbox Assembly (EGA) suitable to control the positioning of a 27-meter dish radar. The level of security clearance and amount of foreign participation in this requirement has not been determined, however, the Contractor should anticipate working with teams consisting of military, civilian, national partners, and contract personnel from various services and agencies.

Contractors/Institutions responding to this market research are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards. The Government will not reimburse participants for any expenses associated with their participation in this survey. At this time, the Government is not seeking proposals and will not accept unsolicited proposals. Not responding to this Sources Sought/Request For Information does not preclude participation in any future solicitation for proposals if any is issued.

In accordance with FAR 52.215-3:

a) The Government does not intend to award a contract on the basis of this market research or otherwise pay for the information solicited except as an allowable cost under other contracts provided in Subsection 31.205-18, Bid and Proposal Costs, of the Federal Acquisition Regulation.

b) Although “proposal” and “offeror” may be used in this Sources Sought/Request For Information, your response will be treated as information only. It shall not be used as a proposal.

c) This Sources Sough/Request For Information is issued for the purpose of Market Research.

INSTRUCTIONS:

1. The documents below contain a description of the EGA requirements, technical data package and a Contractor Capability Survey. The Survey allows Contractors to provide their company’s capability.

2. If, after reviewing these documents, you desire to participate in the market research, you should provide documentation that supports your company’s capability in meeting these requirements. Failure to provide documentation may result in the

Government being unable to adequately assess your capabilities. If you lack sufficient experience in a particular area, please provide details explaining how you would overcome the lack of experience/capabilities in order to perform that portion of the work (i.e. teaming, subcontracting, etc.).

3. ATTENTION: SMALL BUSINESS RESPONDENTS who are interested in participation for this effort:

a. No set aside decision has been made; however, the United States Government

(USG) will determine the final strategy after thorough analysis of the small business responses and other market research available, considering the demonstrated interest and capability. Please ensure that you provide a thorough response to each question. If your company does not currently possess the full capability required to fulfill the entire requirement, what teaming/partnership/joint venture/subcontracting arrangement do you have in place to fulfill the government needs? Providing evidence of this arrangement, e.g. emails, letter, etc. that demonstrates a united response to this SSS is highly encouraged, but not required. The evidence should state the type of arrangement and the role each member will fulfill. If you are only interested in being a subcontractor to the future awardee, state the portion of the work that your organization has capability of fulfilling.

b. Identify any areas of work that your organization believes should be broken out exclusively for Small Business.

4. Both large and small businesses are encouraged to participate in this Market

Research. Joint ventures or teaming arrangements are encouraged.

5. Questions relative to this market survey should be addressed to Brandon Jones, Contracting Officer AFLCMC/HBDK-R, (brandon.jones.96@us.af.mil) and David Holst, Program Manager AFLCMC/HBDG, (david.holst.2@us.af.mil). Electronic communication shall include in the subject line the Sources Sought/Request For Information Title. Contract specific questions shall be solely directed to the Contracting Officer. Electronic communication shall be received no later than the date identified in the Sources Sought/Request For Information SAM.gov posting.

Elevation Gearbox Assembly

PURPOSE/DESCRIPTION

The USG is conducting market research to identify potential sources that possess the production data/repair data, expertise, capabilities, and experience to meet qualification requirements for the production/repair of EGA PNs: 14503-1 for the positioning of a 27-meter radar. The scope of this effort will encompass the development, production, delivery, installation, testing, and refurbishment for an aggregate total of 3 gearboxes (1 new, 2 refurbishments). This will be considered a build to print acquisition, however, the exact acquisition strategy has yet to be determined. As a part of the development effort, it is anticipated that a first-article gearbox will be developed (subject to first-article requirements) and first tested at the manufacturer’s facility, and subsequently provided to the USG. The Contractor would then install the first-article and complete testing on the radar at the operational site.

Upon a successful system test of the first-article gearbox, over a 30-day test, a second new elevation gearbox would be manufactured. The two currently installed EGAs would be replaced and overhauled/ refurbished after the manufacturer has analyzed the two current EGAs.

A pair of Elevation Drive Assembly (Original Seisa PN: TPP-028-M-H2-104S, Graham-Seisa likely acquired by Somitomo) consists of a Elevation Gearbox Assembly (PN: 14503-1) and a motor-brake assembly (Raytheon motor-brake assembly part number B2270320-104 or General Dynamics now Communication and Power Industries (CPI) part number 53983-12-3500-02) which control the Elevation positioning of a 27-meter parabolic dish radar. A drawing package is available and included as part of this market research. The drawing package also references missing documents that would need to be reverse engineered and provided to the USG once created. Below is a list of the top-level requirements, subject to change with definitization of the Government’s acquisition strategy and need:

1. The elevation gearbox shall utilize the design of the existing mounting brackets as the current gear box shown in drawing 14503-1. Any substituted parts that deviate from 14503-1 shall be approved by the USG prior to use.

2. The elevation gearbox shall mate with a motor-brake assembly PN: B2270320-

104/ 53983-12-3500-02.

3. The elevation gearbox shall be built in accordance with drawing 14503-1.

4. The elevation gearbox shall support an acceleration and deacceleration of no less than 3.0 degrees per second squared.

5. The elevation gearbox shall support a velocity of up to 3.0 degrees per second within an accuracy ±0.5 degrees per second.

6. The elevation gearbox shall support the elevation drive assembly that positions and holds the antenna within ±0.05 degrees of the selected elevation angle when commanded.

7. The dual-elevation gearbox configuration shall control the 27-meter dish weighing approximately 400,000 pounds.

8. The elevation gear box shall be delivered with a 100% technical data package in

3-D CAD and 2-D PDF formats that includes manufactured parts and purchased commercial parts.

9. The new or refurbished gearboxes shall be tested to ensure that it meets the above requirements.

10. All reverse engineering and requirement documentation will include unlimited data rights, no proprietary solutions and/or reservations will be permitted.
