About this file

This is a Request for Information (RFI) issued by the Defense Logistics Agency (DLA) Medical, Philadelphia on September 18, 2026, to conduct market research on domestic medical electromyograph product lines. DLA is seeking to identify sources capable of providing electromyographs that qualify as "Domestic End Product" under DFARS 225.003, meaning the cost of qualifying country components and U.S.-mined, produced, or manufactured components must exceed 65 percent of the total component cost. The RFI does not constitute a solicitation or binding contract, and there is no guarantee that a future solicitation will be issued or include all products referenced in the questionnaire.

Interested companies must provide a completed spreadsheet detailing their electromyograph product lines with commercial part numbers and component breakdowns to verify domestic content compliance. Respondents must confirm their ability to meet minimum requirements, including providing manufacturer commitment letters if they are not the manufacturer, identifying their business size under NAICS code 334510, and indicating their interest in a contract structure consisting of a one-year base period plus four one-year option periods. Companies must also confirm their capacity to begin supplying products within 60 days of contract award or provide an alternative timeframe. The response deadline is Friday, October 2, 2026, with submissions directed to Evan Lessin at Evan.Lessin@dla.mil. Proprietary information will be handled accordingly, and all respondents bear their own expenses for preparing responses.

Request for Information To Whom It May Concern:

Company Name: _________________________ The Defense Logistics Agency (DLA) is conducting market research to identify sources of Domestic Medical Electromyograph product lines. At this time, DLA is seeking to collect information. There is no guarantee that a solicitation will be issued or that any future solicitation would include all of the products attached to this questionnaire. DLA understands that Electromyographs can be manufactured with components from all over the world. This market research seeks information necessary to assess whether procurement opportunities for Domestic Electromyographs are possible. DLA’s highest priority is identifying Electromyographs that fully qualify as ‘Domestic End Product’ under DFARS 225.003.

Specifically, DLA is seeking to identify Electromyographs that are manufactured in the U.S., as defined in DFARS 225.003 –

Domestic End Product means the cost of its qualifying country components and its components that are mined, produced, or manufactured in the United States exceeds 65 percent of the cost of all its components. Components of foreign origin of the same class or kind as those that the agency determines are not mined, produced, or manufactured in sufficient and reasonably available commercial quantities of a satisfactory quality are treated as domestic. The cost of components includes transportation costs to the place of incorporation into the end product and U.S. duty (whether or not a duty-free entry certificate is issued). Components of unknown origin are treated as foreign. Scrap generated, collected, and prepared for processing in the United States is considered domestic. A component is considered to have been mined, produced, or manufactured in the United States (regardless of its source in fact) if the end product in which it is incorporated is manufactured in the United States; or The end product is a COTS item;

COTS as defined in DFARS 225.003 - Commercially available off-the-shelf (COTS) items Component as defined in DFARS 225.003 – Component means an article, material, or supply incorporated directly into an end product.

Cost of Components as defined in DFARS 225— For components purchased by the contractor, the acquisition cost, including transportation costs to the place of incorporation into the end product or construction material (whether or not such costs are paid to a domestic firm), and any applicable duty (whether or not a duty-free entry certificate is issued); or

For components manufactured by the contractor, all costs associated with the manufacture of the component, including transportation costs as described in [the paragraph above], plus allocable overhead costs, but excluding profit. Cost of components does not include any costs associated with the manufacture of the end product.

Please complete all columns for verification of whether the Electromyograph product line(s) qualify as Domestic End Product, consistent with DFARS 225.003 definition provided above. Please provide any additional information about your company’s product or your company’s understanding of the market conditions/availability of the product in general in the comments’ column. See the definitions tab of the spreadsheet for further information about each category.

Please also provide a response to the following:

1. Is your Company able to meet the following minimum requirements:

a. Offerors shall provide a list of their electromyographs and corresponding accessories indicating the commercial part number. The component breakdown is required as well to help confirm the product line(s) meet the aforementioned definition of Domestic End Product.

b. If the offeror is not the manufacturer of the offered items, the offeror shall submit a letter of commitment from the manufacturer to the offeror which will assure the offeror a source of supply sufficient to satisfy the Government's requirements for the contract period. As noted, this may include that each-made offeror will maintain at least six months of stock for each awarded part number.

Would you be able to provide a letter of commitment from the manufacturer that your company is interested in offering? _____________
