About this file
This Request for Proposals (RFP) No. 2026-RFP-00115 is issued by the San Mateo County Parks Department for the removal and replacement of a high-voltage electrical transformer and a single door on a separate transformer unit located at Coyote Point Recreation Area in San Mateo County, California. The project addresses safety concerns related to significant rust and deterioration of the existing transformer enclosure beyond its service life. The scope of work includes preparation and safety verification, disconnecting the existing transformer, removing the old unit, preparing the installation pad, installing the new transformer, reconnecting cables, conducting testing and energization procedures, and finalizing with site cleanup and documentation. A non-mandatory pre-proposal meeting is scheduled for October 15, 2025, at 11:00 AM at Coyote Point Recreation Area, 1701 Coyote Point Drive, San Mateo, California. The deadline for questions, comments, and contract exceptions is October 22, 2025, at 5:00 PM. Proposals are due by October 29, 2025, at 5:00 PM via the eProcurement portal. The anticipated contract award date is November 13, 2025, with a contract term of six months.
Evaluation of proposals will be based solely on price, with 100 points allocated to this criterion, making this a lowest-cost selection process. Minimum qualifications require proposers to have provided similar services for a minimum of four years within the last seven years and to have an account manager with a minimum of two years of experience within the last five years. Proposers must confirm they are not excluded, suspended, or debarred from the System for Award Management (SAM.gov). The County of San Mateo has implemented a Procurement Preference for Local Businesses Ordinance, providing preferences to local businesses, local non-profits, local small businesses, local micro businesses, and their respective non-profit equivalents headquartered or principally located in San Mateo County. Proposers claiming local business status must submit a self-attestation form. No specific budget amount is stated in the RFP. The procurement is being conducted as a Cooperative Agreement, allowing other organizations to potentially use the resulting contract terms at their discretion. Contract negotiations will use the County's standard contract template, and any agreement exceeding $200,000 requires Board of Supervisors approval. Proposers selected for award will be required to certify compliance with the Levine Act regarding campaign contribution disclosures to County officers.
