About this file

This document is a provisions and clauses section from a Department of the Air Force federal contract solicitation.

The document addresses organizational conflict of interest by requiring offerors to disclose all previous or ongoing work associated with the contemplated acquisition and authorizing the government to insert limitations in the resulting contract that may disqualify the contractor from future government work. An ombudsman has been appointed to facilitate resolution of concerns from offerors and potential offerors, with primary contact Ms. Susan Skaggs (405-739-2372; susan.skaggs@us.af.mil) and alternate Ms. Janet Kuruvilla (405-736-2427; janet.kuruvilla@us.af.mil) at Tinker Air Force Base, Oklahoma. Concerns unresolved at the local level may be escalated to the Department of the Air Force ombudsman at the Associate Deputy Assistant Secretary (Contracting) office. The ombudsman maintains confidentiality, does not participate in proposal evaluation or source selection, and has no binding authority.

The contract includes requirements for elimination of Class I ozone-depleting substances, prohibiting contractors from providing products or services requiring halons, chlorofluorocarbons (CFCs), carbon tetrachloride, methyl chloroform, or methyl bromide in test, operation, or maintenance activities. Health and safety requirements mandate contractors take reasonable precautions to prevent accidents and preserve personnel health on government installations, comply with AFOSH standards as directed, and face potential contract termination for violations. Contractor access to Air Force installations requires base identification and vehicle passes, with contractors responsible for submitting written requests listing personnel names, work dates, and authorized signatories to the contracting officer, who then endorses requests to the base pass office. Personnel must wear identification badges, and contractors must maintain Emergency Mass Notification System contact information for all personnel with duty on DoD installations.
