About this file
This is a Brand Name Justification document for a federal procurement by the Export Import Bank of the United States (EXIM) for commercial information services. EXIM is seeking to procure access to The Economist Intelligence Unit's (EIU) Viewpoint platform, which provides Country Analysis Advanced Global and Operational Risk services. The justification establishes that EIU is the only responsible source capable of meeting the agency's requirements for a robust macroeconomic and risk information database covering over 200 countries, with particular emphasis on emerging markets. EXIM requires original analysis, reliable online platform access with minimal downtime, and the ability for staff to contact analysts directly with queries.
The document confirms that extensive market research—including internet research, discussions with EXIM economists, and previous librarian experience—identified no equivalent alternatives or substitutes. EIU's unique capabilities include in-depth country analysis, one-click comprehensive reports, financial and economic risk assessments covering security and regulatory environments, up-to-date risk area articles, and flagship products such as Industry Forecast reports, Commodity Forecasts, and Democracy Index reports. The procurement is being pursued under FAR 6.302-1 (only one responsible source), with pricing structured as line-item fees for an initial 12-month base period plus four optional one-year renewal periods. The justification was signed by Contracting Officer Representative Susan L. Prophater on October 6, 2026, and approved by Contracting Officer Patricia Ludlow.
