About this file
This is a Request for Information (RFI) issued by the High Desert Education Service District (HDESD) in collaboration with the Jefferson County School District for the design, supply, and installation of a preschool-aged playground at Madras Middle School in Madras, Oregon. The project seeks to create a safe, inclusive play environment for children ages 3-5 that complies with CPSC, ASTM, and ADA standards. HDESD is requesting vendor information across five categories: playground design and equipment suitable for preschool use with inclusive design elements; site preparation, installation, and surfacing options; compliance with relevant safety standards; rough order of magnitude pricing for equipment, surfacing, fencing, installation, and site preparation; and vendor qualifications including experience with comparable projects. The RFI was issued on November 24, 2025, with vendor questions due by December 5, 2025, and responses due by December 8, 2025. The proposed playground site is approximately 1,200 square feet (22' x 53') located on the Madras Middle School campus near existing preschool classrooms on currently concrete ground that is generally level and accessible. The target installation window is summer 2026, contingent upon HDESD securing a Business Oregon grant with award announcement anticipated after December 31, 2025, followed by formal RFP release in January 2026.
This RFI is issued solely for information-gathering and planning purposes and does not constitute a solicitation, offer, or commitment to purchase. The site has available electrical service for lighting or security, existing water and drainage connections, and access for equipment delivery through existing driveways and gates. Design preferences include age-appropriate physical activity and imaginative play elements, incorporation of shade structures or natural elements where feasible, and durable, low-maintenance materials suitable for year-round use in Central Oregon's climate. Vendors are encouraged to submit responses electronically in PDF format to Katie Huff, Grants and Contracts Analyst, at katie.huff@hdesd.org by November 10, 2025. HDESD reserves the right to use or not use any information received in future solicitations. Funding for the project is contingent upon securing a Business Oregon grant, with no contractual obligations arising from this RFI or vendor submissions.
