About this file

This document is a Sources Sought notice issued by the 319th Contracting Squadron, Grand Forks AFB, regarding an opportunity to provide engineering design services for upgrading or replacing outdated electrical switchgear and motor control center equipment in Mission Buildings B820 and B830 at Cavalier Space Force Station in North Dakota.

The scope of work requires the selected Architect-Engineer (A-E) to conduct an engineering design study, including a Class 4 cost estimate, and provide recommendations to modernize the power distribution system while optimizing energy efficiency, reliability, resiliency, and performance. The study must explore both upgrading the existing equipment with new technology and replacing the equipment through reengineering. The resulting design package will be used for a future solicitation, which will be set aside for small businesses. The applicable NAICS code is 541330 - Engineering Services. Interested parties are invited to submit a capabilities package by June 11, 2024.

SWITCHGEAR B820-830 AT CAVALIER SPACE

FORCE STATION NORTH DAKOTA

THIS IS NOT A SOLICITATION! This notice does not constitute a commitment by the Government. All information submitted in response to this announcement is voluntary and the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government.

The 319th Contracting Squadron, Grand Forks AFB, North Dakota, is issuing this Sources Sought as a means of conducting market research to identify parties having the resources to provide the following:

“Scope of Work: The Architect-Engineer (A-E) shall conduct an engineering design study, to include a Class 4 cost estimate (accuracy defined as – 20% to +30%) and provide recommendations to upgrade and/or replace the existing outdated switchgear and motor control center equipment in Mission Buildings B820 and B830 at Cavalier Space Force Station (CSFS), North Dakota.

Goal: Provide cost effective, feasible, and sustainable options that will upgrade the Tactical Support Switchgear (SWGR) and Motor Control Centers (MCC) while optimizing the p[power distributions system’s energy efficiency, reliability, resiliency and performance. The upgraded equipment, SWGE and MCC’s must retain their local and remote controls, their voltage and current protection and monitoring as well as any existing capabilities. Additionally, the study must be conducted within the context of the defined short-term and long-term mission requirements of CSFS. Given that existing manufactured parts are no longer available to conduct routine and preventative maintenance on the switchgear and corresponding equipment, the study must explore both upgrading the existing equipment with modernized technology as well as replacing the existing equipment via reengineering.

Complete a design build solicitation package to include concept level scope of work, floor plans and specifications, preliminary site drawings, floor plans and elevations, cost estimate, and any other documents necessary for a successful solicitation.

The A-E shall develop a project construction cost estimate with the following minimum characteristics: The estimate shall utilize the most current Department of Defense (DOD) cost data (Cost Book) by preparing the estimate in current versions of either Parametric Cost Engineering System Software (PACES) or Micro-Computer Aided Cost Estimating System 2nd Generation (MII) software in accordance with UFC-3-740-05.”

The result of this market research will contribute to determining the method of procurement.

This is a new requirement. This will be solicited as a small-business set aside.

The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 541330 – Engineering Services

NOTE: If you believe the above NAICS to be incorrect please suggest alternate NAICS for this acquisition.
