About this file
This is a Justification for an Exception to Fair Opportunity document from the Defense Logistics Agency (DLA) Contracting Services Office in Philadelphia. The document seeks to modify an existing task order with CompTech Computer Technologies Inc. for WAN Support Services, specifically expanding labor hours for Telecommunication Network Engineers to support an additional 18 F5 BigIP Reverse Web Proxies within Google and Oracle Cloud Infrastructure enclaves.
The modification covers Option Period 2 from 7/18/2025 to 3/17/2026, with an estimated increase of 3,568-3,968 labor hours for Telecommunication Network Engineers. The justification argues that CompTech is the only qualified vendor due to their specialized knowledge of DLA's unique network infrastructure, deep integration with existing systems, and current management of the contract. The modification is critical to maintaining network operations, supporting the AWS Enterprise Resource Planning System, and ensuring compliance with DLA, DoD, and Federal Information Assurance policies without risking network interruptions or service delays.

Number SP4709-23-F-0053 on July 26, 2023 placed against CompTech’s J6 Enterprise Technology Services (JETS) Indefinite-Delivery Indefinite-Quantity (IDIQ) contract, SP4709-17- D-0042.
The total estimated dollar value of this increased support from July 18, 2025 through March 17, 2026, is . This will be funded utilizing Fiscal Year (FY) 2025 funds.
3. A DESCRIPTION OF THE SUPPLIES AND/OR SERVICES REQUIRED TO
MEET THE AGENCY’S NEEDS/ESTIMATED DOLLAR AMOUNT:
The Defense Logistics Agency (DLA) will expand the labor hours for Telecommunication Network Engineers – Basic on first shift (0000-0000, second Shift (0800 – 1630), and third shift (0000-0000) at either Columbus, OH or New Cumberland, PA locations in Option Period 2 for a partial year of the remainder of the current WAN Support Services contract provided by CompTech Computer Technologies Inc. under Task Order Number SP4709-23-F-0053.
The initial requirement on the current contract was based on the need to provide assistance in the management of DLA Information Operations, Enterprise Infrastructure Services (EIS), Network & Telecommunications Services (NTS), and Wide Area Network Branch (NTS-WAN). The current contract supports 3 main categories: Support and Sustain Solutions, Network Management, and Network Operations Support. Support and Sustain solutions include: Overall topology (DISN interconnection points, site-site routing, etc.), Layer three design (routing, MPLS, VPN), Operational Information (node addressing, server addressing), Quality of Service (QoS), Switchport level access controls and notification, Streaming video IP portocols, IPv6 assessment and integration plan, 802.1x (protocols and appliances), DNS/DhCP appliances, F5 BigIP Proxy/traffic management appliances, Pulse Secure SSL VPN appliances, Troubleshooting support for existing production networking infrastructure (Cisco routers and mixed environment switches as well as newly installed technologies, and knowledge transfer to the NTS-WAN government employee staff or contract personnel. Network Management includes Support network monitoring tools and performing knowledge transfer to government staff. Network Operations Support includes on-site support to DLA, Information Operations, NTS mission 24 hours a day, 7 days a week, 365/366 days per year, divided into 3 shifts and includes low and high side environments. The contractor employees follow DOD/DLA, Information Operations policies, and processes for information assurance. Employees adhere to Information Technology Infrastructure Library (ITIL) practices as defined by DLA Enterprise Data Solutions. The contractor remains cognizant of and responsive to Joint Task Force (JTF) - Global Network Operations (GNO) Communications Tasking Orders (CTO) (i.e., CTO-10-65) and assists DLA, Information Operations with the design solution and completion of assigned tasks. The Contractors provide support for Continuity of Operations (COOP) planning and exercises and ensure DLA, Information Operations, NTS COOP capabilities are in place.
DLA Information Operations WAN Management has recently identified at lease (18) additional F5 BigIP Reverse Web Proxies within the Google Cloud and Oracle Cloud Infrastructure enclave that will need to be administered and sustained on the network. The awarded contract’s scope covered the 32 existing F5 appliances and BigIP support, however the addition of these twenty-four new F5 appliances were not originally in scope and will require increased Telecommunication Network Engineer – Basic (V00000106) labor hours on first, second, and third shift from the incumbent to manage, support, and sustain the workload.
Option Period 2:
- PoP: 7/18/2025 – 3/17/2026 (8 Months)
- Estimated Increase in Labor Hours: 3,568 – 3,968
(V00000106) Telecommunication Network Engineer-Basic
- Estimated Total:
The full dollar value for all periods of performance for the WAN Support Services modification requirement is estimated to be The initial Period of Performance will begin 7/18/2025 during Option period 2 which was exercised at the Government’s discretion on 3/18/2025.
4. IDENTIFICATION OF THE EXCEPTION TO FAIR OPPORTUNITY (SEE FAR
16.505(a)(4) and FAR 16.505(b)(2)) AND THE SUPPORTING RATIONALE, INCLUDING A DEMONSTRATION THAT THE PROPOSED CONTRACTOR’S
UNIQUE QUALIFICATIONS OR THE NATURE OF THE ACQUISITION
REQUIRES USE OF THE EXCEPTION CITED:
In accordance with FAR 16.505(b)(2)(i)(B), only one source, CompTech, is capable of providing the services required at the level of quality required because the services are unique and highly specialized. The use of another contractor would lead to mission failure given they do not have the knowledge and specialized system experience required to immediately and properly support the DLA Wide Area Network and evolving F5 BigIP Reverse Web Proxies within the Amazon Web Services Enterprise Resource Planning Enclave. DOD and DLA have unique requirements within their operating environment for F5 configuration to meet compliance with Cyber Directives; the F5s themselves are deeply integrated within the Enterprise architecture that is unique to DLA itself (Active Directory, Firewall/Web Application Firewall (WAF), DISA BCAP). While F5 BigIP support is administered and managed on the current contract, the unforeseen addition of 18 new F5 appliances will require increased Telecommunication Network Engineer – Basic labor hours on first, second, and 3rd shift from the incumbent to administer and manage the new workload without interruptions.
DLA needs to have additional F5 BigIP administration support services to meet J62 and J64’s immediate need to begin F5 configuration and testing within the Amazon Web Services enclave (creating/testing new virtual proxies, SSL profiles, iRules, server pools, and certificate bundles.)
CompTech. is the only source capable of performing the required services for DLA J64 WAN Management F5 administration within the time frame required, as the Go-Live date is May/June 2025, and configuration and testing needs to begin immediately. CompTech is already managing these tasks under contract SP4709-23-F-0053 and has specialized knowledge, access to the necessary DLA resources, and staff to implement the additional devices and administration labor with little to no lead time and interruption to service. Pursuing a second contract is not financially advantageous and administratively burdensome to the government.
A second contract with a second contractor would be required to have a contractor task order project manager and monthly reporting requirements in which DLA would incur additional redundant costs for contracted services. The DLA Program Manager also said that there would not be a way to separate workload within the task, as the F5 appliances are tied together (global and local traffic managers); the additional systems (local traffic managers) will be tied back to the existing global traffic managers. This will result in issues with claiming work tickets/tasks.
For this reason, CompTech is the only vendor that can successfully perform these additional tasks at the required level of quality.
The work to be performed under the modification to the current task orders reflects the services under contract SP4709-23-F-0053 and requires the same level of complexity, integration of technology capabilities, skillsets, and knowledge-based understanding of the original solicited requirements. It is essential that CompTech’s task order be modified to include the additional workload to ensure continued support and maintain compliance with DLA, DoD and Federal Information Assurance policy, order, task, and availability/uptime requirements without risk of having capabilities impacted while supporting the DLA mission. The F5 Reverse Web Proxies act as middlemen between users and all DLA websites that are accessed by commercial and DoD clients. Failure to provide these services will result in cascading delays standing up the AWS Enterprise Resource Planning System which would affect other teams such as J62 Program Management and Developers, J61 Cyber Security, and the J6 CTO office involved with the project. The overall negative impact on the DLA Enterprise Telecommunication Network due to inadequate technical resources will result in network interruptions, delays in response to work orders, and downtime for DLA websites and services.
5. A DETERMINATION BY THE CONTRACTING OFFICER THAT THE
