About this file

This document is a Justification for an Exception to Fair Opportunity under Federal Acquisition Regulation (FAR) Subpart 16.5 for a sole source task order award.

The Defense Logistics Agency (DLA) Contracting Services Office – Philadelphia is seeking a sole source award to Accenture Federal Services under the J6 Enterprise Technology Services (JETS) 2.0 contract vehicle for the SAP Platform Core Task Order (SP4709-26-F-0019). The requirement is for specialized technical, architectural, and sustainment support services for the DLA Information Operations (J6) J62X SAP Platform, specifically supporting the Warehouse Management System (WMS) and Federal Logistics Information System (FLIS) Application Security Support. The total estimated firm-fixed price value is $15,576,163.20 for a base period (August 3, 2026 to August 2, 2027) plus four optional one-year periods through August 2, 2031. Required services include project management with integrated master scheduling and bi-weekly reporting; design, development, and deployment of application security solutions including Role Based Access Control (RBAC), Segregation of Duties management via SAP GRC, and Zero Trust security integration (DISA E-ICAM and Okta Identity Management); sustainment activities including incident response and code migrations; knowledge transfer and on-the-job training to Government employees; and optional transition support services.

The justification for the sole source exception under FAR 16.507-6(b)(3) is based on economy and efficiency as a logical follow-on to the competitively awarded core task order. Accenture Federal Services possesses preexisting institutional knowledge of DLA's customized SAP platform architecture, RBAC configurations, SAP GRC rule sets, and security integration decisions. The contracting officer determined that fair and reasonable pricing will be established using pre-negotiated labor rates from the competitively awarded base contract, supplemented by an Independent Government Cost Estimate (IGCE) and technical evaluation of proposed level of effort. DLA identified actions to remove barriers to future competition, including mandatory knowledge transfer and on-the-job training requirements, an optional transition support clause binding the incumbent to provide documentation and training to follow-on providers, and Government retention of all security process documentation and data rights for future competitive solicitations.

With the award of this Task Order, the J62X program will retain essential, deep technical expertise of the as-implemented SAP security architecture and Role Based Access Control (RBAC) infrastructure, mitigating operational risks and ensuring continuous, secure supply chain operations.

3. A DESCRIPTION OF THE SUPPLIES OR SERVICES REQUIRED TO MEET

THE AGENCYS NEEDS, INCLUDING THE ESTIMATED VALUE:

The Defense Logistics Agency (DLA) has a critical need for uninterrupted operational, developmental, and sustainment support for its Warehouse Management System (WMS) and Federal Logistics Information System (FLIS) security architecture. This underpins the agency's core logistics data, automated material warehousing (WMS/WES), and supply chain management functions. This system is essential for maintaining mission readiness and ensuring the timely delivery of supplies across the Department of Defense.

The required support services must be fully compatible with the agency's current, highly customized Systems, Applications & Products in Data Processing (SAP) platform. This platform has been tailored over many years with unique configurations and integrations that are proprietary to DLA's operational environment.

4. IDENTIFICATION OF THE EXCEPTION TO FAIR OPPORTUNITY AND

SUPPORTING RATIONALE, INCLUDING A DEMONSTRATION OF THE

PROPOSED CONTRACTORS UNIQUE QUALIFICATIONS OR THAT THE

NATURE OF THE ACQUISITION REQUIRES USE OF THE EXCEPTION

CITED:

Pursuant to FAR 16.507-6(b)(3), an exception to the fair opportunity process is justified in the interest of economy and efficiency because it is a logical follow-on to an order already issued SP4709-24-D-0079/SP4709-26/F-0019 under the JETS 2.0 contract vehicle, and all awardees were given a fair opportunity to be considered for the original order. The relationship between the Core Task Order and this follow-on is logical in terms of scope and continuity of effort, as the application security architecture built and deployed by the incumbent serves as the direct structural prerequisite for the ongoing WMS and FLIS support.

Awarding the J62X SAP Platform WMS & FLIS Application Security Support services to Accenture Federal Services is necessary to maintain continuity and achieve the required level of quality without incurring duplicative costs.

The SAP Platform provides unique, specialized services to the entire DoD community via DLAs Enterprise Business System (EBS), Federal Logistics Information System (FLIS), and Warehouse Management System (WMS), which are critical applications for the

Department. Accenture Federal Services, as the current SAP Platform support contractor possesses preexisting institutional knowledge of the as-implemented DLA system architecture. This includes an intimate understanding of the specific RBAC configurations, SAP GRC Rule Sets, Segregation of Duties (SoD) risk remediation plans, and the rationale behind key security decisions made during the integration of DISA E-ICAM and Okta. This deep, experiential knowledge is essential, as it allows the incumbent to provide immediate, expert tier-resolution and code migration support.

Awarding this to another contractor lacking this specific context would require a lengthy and costly discovery phase, introducing unacceptable risk to the agency's Zero Trust posture and potentially leading to a disruption in global logistics and automated material handling workflows.

The SAP Platform Support Core Task Order was initially competed under the JETS contract vehicle and awarded to Accenture Federal Services. Through executing this original order which involved not only operating DLAs unique, customized SAP platform but actively building its current architecture, Accenture Federal Services has formed deep, foundational knowledge of the SAP security architecture for WMS & FLIS.

In the interest of economy and efficiency, issuing this follow-on order to the incumbent is necessary to leverage this exceptional wealth of system-specific context.

Transitioning this requirement to another contractor would require a substantial and unacceptable outlay of Government resources, as any other vendor would have to undergo a lengthy, duplicative, and costly discovery phase to harvest the baseline knowledge already possessed by the incumbent.

Failure to award this requirement will result in major disruption to the WMS and FLIS implementations. Because the SAP Platform Support Core Task Order was a competitive award, source selection events have already been competitively conducted.

5. DETERMINATION BY THE CONTRACTING OFFICER THAT THE

ANTICIPATED COST TO THE GOVERNMENT WILL BE FAIR AND

REASONABLE:

The determination that the anticipated cost for this Task Order will be fair and reasonable will be made in accordance with FAR 16. 507-6(b). The primary basis for this

Procurement for Public Sector (PPS)

Controlled Unclassified Information (CUI) determination is the use of the pre-negotiated labor rates established in the competitively awarded SAP Platform contract (SP4709-26-F-0019) with Accenture Federal Services, which have already been determined to be fair and reasonable. The Contracting Officer will perform a price analysis using the following techniques: (1) The Government will develop an Independent Government Cost Estimate (IGCE) based on the specific tasks outlined in the Performance Work Statement (PWS) and the pre-negotiated labor rates from the base contract. (2) The contractor's proposal will be evaluated to ensure that the proposed labor categories and rates are in accordance with the established rates in the base contract. (3) The contractor's proposed level of effort (labor hours) will be compared to the IGCE and reviewed for reasonableness by the technical evaluation team to ensure it is appropriate for the work required. This combination of using pre-negotiated, competitive labor rates and conducting a thorough analysis of the proposed level of effort will ensure the final price is fair and reasonable to the Government.

6. ANY OTHER FACTS SUPPORTING THE JUSTIFICATION:

The J62X platform is currently executing highly complex technical requirements, including the integration of legacy FLIS mainframes into SAP, the deployment of the Warehouse Execution System (WES), and alignment with Enterprise Zero Trust initiatives. Providing this specialized security augmentation support immediately is essential to prevent costly vulnerabilities, rework, and schedule delays for the entire WMS global deployment.

Accenture Federal Services is best suited to deliver efficiency and economy to the Government by harvesting its preexisting experience gleaned through its work on the as-implemented DLA security architecture and its status as a participant in forming the rationale underpinning key access control decisions. Attempting to bring in a different contractor to perform this sustainment and development role would result in an unacceptable duplication of cost and effort. A new vendor would require an estimated six to nine months of discovery and knowledge transfer activities simply to approach the baseline understanding the incumbent currently possesses, stalling productive progress on defect resolution and code migrations during this period. Therefore, issuing this logical follow-on order is the most effective way to provide the necessary support while maximizing economy and avoiding unacceptable schedule delays.

7. A STATEMENT OF THE ACTIONS, IF ANY, THE AGENCY MAY TAKE TO

REMOVE OR OVERCOME ANY BARRIERS THAT LED TO THE EXCEPTION

TO FAIR OPPORTUNITY BEFORE ANY SUBSEQUENT ACQUISITION FOR

THE SUPPLIES OR SERVICES IS MADE:

Accenture Federal Services has cultivated hard-won, experiential insight into the as-implemented security architecture. Because this baseline of knowledge is rooted in having actively built and operated the system, introducing a new contractor would require a massive, redundant outlay of Government resources. A new vendor would have to expend significant time to replicate this experiential learning, causing unacceptable schedule delays and economic loss to the WMS & FLIS programs. The lifecycle of this barrier is tied directly to the stabilization of the new system and the duration of the PPS BPR effort, during which maintaining continuity with the incumbent remains the only logical, economical, and efficient path forward.

DLA is taking several concrete actions within this and the parallel PPS contract to actively remove this knowledge barrier:

(1) A core requirement of this task order (Task 4) is robust Knowledge Transfer (KT) and On-the-Job Training (OJT). The contractor is mandated to create and maintain comprehensive Job Aids, Standard Operating Procedures (SOPs), and role design documentation. Furthermore, the contractor will provide "hands-on" mentorship and training to Government personnel on software modules, configuration, and sustainment processes, explicitly building the in-house expertise required to reduce reliance on contractor support.

(2) This Task Order includes an Optional Transition Support CLIN (Task 5), which contractually binds the incumbent to provide all necessary documentation, orientation, and training to any follow-on provider to facilitate a timely and orderly transition.

(3) The Government retains ownership of all security process documentation, RBAC designs, and other data rights, ensuring these materials can be provided in a future competitive solicitation.

DLA has and continues to exercise competition as often as possible and conducts ongoing reviews to keep abreast of new technology, both in industry and the Government. As a continuing effort DLA uses a variety of vendors, manufacturers, and contracts to fulfill its requirements and will continue its practice of surveying the market to ensure full and open competition whenever practicable.
