About this file

This document is a Sole Source Justification that supports the extension of a task order for engineering support services for the Defense Logistics Agency's (DLA) Information Operations Enterprise Enclave (IOEE) and Information Operations Secure Enterprise Enclave (IOSEE) networks. The justification explains that the current contractor, General Dynamics Information Technology, Inc. (GDIT), is uniquely qualified to provide these highly specialized services due to their institutional knowledge, certified personnel, security clearances, and proven past performance. The extension is needed to ensure the IOEE and IOSEE networks continue operating effectively while supporting DLA's mission, including ongoing cloud migration projects, without a gap in service. The total estimated value of the 60-day extension from September 1, 2024 through October 31, 2024 is . This will be funded using Fiscal Year 2024 funds, with an optional transition period available in November 2024 utilizing Fiscal Year 2025 funds. The Contracting Officer has determined the anticipated cost to be fair and reasonable.

Source Selection Information- See FAR 2.102 and 3.104

The primary purpose of this requirement is to sustain the IOEE/IOSEE that provides Wide Area Network (WAN) connectivity between the DLA Headquarters, its various field activity sites, depots, and forward deployed locations within the Continental US (CONUS) and Outside Continental US (OCONUS). Due to the specialized IT technical expertise required to sustain the IOEE/IOSEE, only the current awardee (General Dynamics Information Technology, Inc.) can provide the unique and highly specialized core engineering support services necessary to meet the Agency’s needs.

3. DESCRIPTION OF SUPPLIES OR SERVICES REQUIRED TO MEET THE

AGENCY’S NEED/ESTIMATED DOLLAR AMOUNT:

DLA has a requirement to sustain the operational and engineering support to its classified and unclassified global wide area command and control networks, Information Operation Secure Enterprise Enclave (IOSEE) & Information Operations Enterprise Enclave (IOEE), while simultaneously supporting ongoing application cloud computing migrations and service provider transitions. DLA’s core mission is dependent upon the network connectivity services provided by IOSEE & IOEE and all business-critical applications rely upon IOSEE & and IOEE for network transport services. The extension is needed to ensure IOSEE & IOEE will continue operating effectively and efficiently while supporting the DLA mission during both peacetime and contingency operations, e.g. national disaster, war, or global emergencies, and also maintaining support to application cloud migration projects without a gap in support. This option will be an extension to the current services being provided under Task Order SP4709-21-F-0107, which was competitively awarded. The total estimated dollar value of this 60-day extension from September 1, 2024 through October 31, 2024, is . This will be funded utilizing Fiscal Year (FY) 2024 funds.

Optional transition will be available November 1, 2024 through November 30, 2024 if required and will utilize Fiscal Year (FY) 2025 funds.

4. IDENTIFICATION OF THE EXCEPTION TO FAIR OPPORTUNITY (SEE FAR

16.505(b)(2)) AND THE SUPPORTING RATIONALE, INCLUDING A

DEMONSTRATION THAT THE PROPOSED CONTRACTOR’S UNIQUE

QUALIFICATIONS OR THE NATURE OF THE ACQUISITION REQUIRES USE OF

THE EXCEPTION CITED:

Currently, per FAR 16.505(b)(2)(i)(B), an exception to the fair opportunity process is justified because only General Dynamics Information Technology, Inc. can provide the required support services at the level of quality required. The services required are unique and highly specialized. This extension request requires extended performance by contractor personnel who are uniquely familiar with the Agency’s IOEE/IOSEE infrastructure.

The skill sets necessary to satisfy this Agency requirement are currently unique to the incumbent contractors, who have remained successful through competitive award. General Dynamics Information Technology, Inc. is uniquely qualified to support these efforts based on their institutional knowledge, properly certified personnel, properly credentialled personnel, personnel with security clearances and access tokens, and proven past performance to date in support of IOSEE and IOEE.

While other companies may have experience with network engineering services and sustainment

Source Selection Information- See FAR 2.102 and 3.104 activities, only General Dynamics Information Technology, Inc. has experience with the configurations of the IOSEE & IOEE infrastructure, circuits, Virtual Private Networks, Intrusion Detection Systems, Virtual Datacenter Security Stacks, Virtual Datacenter Management Stacks, SecureView cross domain solution, Software Defined Wide Area Network for contingency IT support, and specialized customization specific to the IOSEE & IOEE core nodes. In addition, General Dynamics Information Technology, Inc. has specific experience with properly designing, developing, testing and documenting all IOSEE & IOEE activities, procedures, protocols, configurations, and specifications in accordance with DoD, NIST, and DLA requirements for achieving risk management framework certification and accreditation.

The IOEE/IOSEE Engineering support services follow-on contract will be solicited and is expected to be awarded before November 1, 2024. Immediate use of an alternate contractor at this interval will result in lack of the highly specialized knowledge required to support the IOSEE & IOEE as well as ongoing application cloud migration transition projects. As an initial matter, use would result in delays in the required effort due to (1) time lost in the transition process from contractor to contractor while they become familiar with the complex and geographically dispersed IOSEE & IOEE environment, datacenters, and supported applications; (2) onboarding of new contractors coupled with reissuance of Common Access Cards (CACs) and IT levels; (3) issuance of alternate smart card tokens for administrative access to network devices; (4) issuance of alternate smart card tokens for access to classified network components; (5) secure room access and training requirements to work on classified networks; (6) inventory, accountability, and relocation/shipment of the DLA property in the contractor owned and contractor operated warehouse and technical lab facility; (7) subsequently gaining proper accesses to the numerous IOSEE & IOEE environments/platforms, which will cause the majority of the delays. Extending the IOSEE & IOEE Engineering Support Services from GDIT will ensure continuance of support to over 30,000 DLA employees at more than 170 DLA operating locations worldwide and prevent a gap in ongoing support to cloud migration projects and contingency IT support. The Contractor shall ensure proper security clearance in accordance with full familiarity with operation processes and procedures, and full compliance with site specific regulations, processes and procedures when operating Government owned or leased equipment.

The conduct of DLA’s core mission is dependent upon the operation of the IOSEE & IOEE networks.

The Task order requires this extension to provide extended support services to meet DLA’s requirements. The follow-on requirement is currently being created and should be awarded prior to the end of the subject extension.

5. A DETERMINATION BY THE CONTRACTING OFFICER THAT THE

ANTICIPATED COST TO THE GOVERNMENT WILL BE FAIR AND REASONABLE:

As the Contracting Officer, I hereby determine that the anticipated cost to the Government will be fair and reasonable. It is anticipated that the Government will use various price analysis techniques including, but not limited to: (1) Comparison of proposed prices to historical prices paid; (2) Comparison of proposed prices with independent Government cost estimates; and (3) Comparison of proposed prices obtained through market research for the same or similar items such that the anticipated cost to the Government will be fair and reasonable. Prices will be determined fair and reasonable prior to exercising the option.
