3. DESCRIPTION OF THE SUPPLIES OR SERVICES REQUIRED TO MEET THE

AGENCY’S NEEDS, INCLUDING AN ESTIMATED DOLLAR AMOUNT:

In February 2007, the Defense Logistics Agency (DLA) deployed the Accounts Management Provisioning System (AMPS). AMPS mission is to provide Identity Management (IDM) and provisioning throughout the Identity lifecycle for DLA systems and users using commercial off the shelf (COTS) software. A suite of Oracle commercial off-the-shelf (COTS) products with Oracle Identity Management (OIM) at its core has been configured to work together to provide the AMPS identity management and provisioning services. The AMPS OIM Suite includes Oracle Identity Management (OIM), Oracle Access Manager (OAM), Oracle Identity Analytics (OIA) and Business Intelligence Publisher (BIP). OIM AMPS integrates/hosts DLA systems to provide Identity Management and provisioning. AMPS has been expanded in size and functionality to support the integration/hosting of all identified DLA and Defense Finance Accounting Service (DFAS) systems and users. Oracle stopped supporting existing OIM version (11g) in December 2020. The AMPS PMO has obtained a temporary extension for support through December 2021 and therefore must upgrade to OIM 12c this year.

In addition to the above, AMPS is hosted at the DLA Dayton Datacenter and the DoD CIO issued a timeline to close the that datacenter by end of 2022. Migrating the AMPS application to the cloud and implementing AMPS using a more robust and functional software suite (i.e., OIM 12g) requires the expertise of both Amyx and OCS.

DLA requires the added functionality described below.

TASK 3 – System Maintenance and Sustainment

By virtue of this modification, the contractor shall acquire the expertise from Oracle Consulting Services (OCS) for the purpose of implementing the AMPS OIM version 12c application in the cloud. The support from OCS will consist of, but not be limited to:

The contractor shall implement AMPS using the Oracle Identity Management (OIM) version 12c, or the most current version if available, into the Oracle Cloud Infrastructure (OCI). The OCI hosting environment is being prepared by Credence Management Solutions, LLC (Credence) under contract to the DLA AMPS Program Office. Amyx and OCS shall work closely with Credence on the implementation of the AMPS OIM 12c version into the OCI.

The OCS services shall support Amyx in performing this implementation. The two phases are:

1) Requirement Assessment Phase

a. Review current AMPS technical requirements, as well as the logical and physical architecture documentation of the current Identity Access Management System (IDAMS) implementation environments.

b. Review existing IDAMS build and configuration.

c. Architecture and High-Level Design for upgrade from 11.1.1.2 to 12c for the Oracle products identified above.

d. Provide guidance for a deployment strategy and estimated timeline for an upgrade of IDAMS 11.1.1.2 to 12c.

e. Provide an engagement summary that documents the project achievements and includes the findings and recommendations for the services provided.

2) Discovery/Implementation

a. Work with AMPS Stakeholders and integrator/s to document the AMPS Identity Access

Management (IDAM) functional and technical requirements and use case documentation (i.e., Requirements Specifications).

b. Work with Stakeholders and integrator/s to review current IDAM deployment, and identify and document technical areas that need to be included in the Requirements Specification, including these focus areas:

i. Discovery of OIM Use Cases, Target Systems, Users Types, Attribute Mappings, and User Interfaces

ii. Discovery of OAM Single Sign-On (SSO) Configurations and Protected Applications.

iii. Discovery of OID Use Cases, and Integrated Applications.

iv. Discovery of OVD Use Cases, Joins, and Integrated Applications.

c. Document the Use Case and Requirements Specifications (Use Case and Requirements)

d. Document a requirements traceability matrix (RTM) that maps requirements to use cases

e. Perform a gap analysis to document gaps between the Requirements Specifications, Physical Architecture and product(s) standard feature functionality (i.e., Requirements Traceability Matrix)

f. Review the product versions and architecture for the in-scope software components to validate they are in accordance with the Oracle software certification matrix and product(s) Deployment Guide.

g. Document the AMPS future state architecture based on the requirements specification.

h. Conduct a workshop to review the future state Architecture, and the Use Case and

Requirements with designated Technical & Project Stakeholders.

i. Provide input to update the AMPS Project Management Plan, as necessary, to reflect project changes triggered by the future state architecture and requirements specification.

The Period of Performance (PoP) for the additional support to be provided under this modification is six (6) months from the award date of the task order modification.

This contract action will modify Task 3 (System Maintenance and Sustainment) under the AMPS Task Order and will add an ODC for the Oracle Consulting Services requirements (referenced above) to the task order. The estimated total dollar amount of this modification is over 6 months.

The total dollar amount of the unmodified Amyx AMPS Sustainment Support Task Order is

. With this modification, the total dollar value will increase to .

This modification will add an ODC CLIN to the Task Order with a six (6) month PoP from approximately February 22, 2021 to August 21, 2021.

4. IDENTIFICATION OF THE EXCEPTION TO FAIR OPPORTUNITY (SEE FAR

16.505(b)(2)) AND THE SUPPORTING RATIONALE, INCLUDING A

DEMONSTRATION THAT THE PROPOSED CONTRACTOR’S UNIQUE

QUALIFICATIONS OR THE NATURE OF THE ACQUISITION REQUIRES USE

OF THE EXCEPTION CITED:

Pursuant to FAR 16.505(b)(2)(i)(C), an exception to the fair opportunity process is justified because award for the additional support described in Section 3 must be issued to Amyx on a sole-source basis in the interest of economy and efficiency because this requirement is a logical component to the existing AMPS Task Order issued to Amyx via the JETS IDIQ contract vehicle. As indicated in Section 2, all small business JETS IDIQ contract holders were given a fair opportunity to be considered for the initial task order award.

The initial AMPS requirement was solicited to all eligible small business JETS IDIQ contract holders on April 6, 2020. The AMPS Task Order was competitively awarded to Amyx under SP4709-20-F-0044. Due to the unique operating environments supported, Task 3 (System Maintenance and Sustainment) under the task order could not be reasonably identified at the time of solicitation and award. A recent review has revealed that the OIM software upgrade support from the OEM (OCS) is required for this effort. As such, the existing task order requires modification for software upgrade support from the OEM.

By virtue of this modification, software upgrade and installation support from the OEM or its designated representative will be provided to ensure a greater likelihood of success in implementing this new software solution within AMPS for the first time. Successful implementation is essential to improving support to DLA internal and external users, a combined 200,000 users. DLA’s COTS software solution—Oracle Identity Management Suite is a complex system that includes elements of Identity Management, Account Management, Provisioning, Data Analytics, and Business Intelligence Publisher. Consequently, the unique expertise of Oracle Consulting Services is required to increase the likelihood of a successful installation and sustainment. Additionally, the OIM upgrade to 12c task is necessary for the AMPS PMO to comply with the DoD CIO’s policy to ensure that all DLA datacenters be closed by December 31, 2022.

The proposed modification for OEM installation and upgrade support is logical in terms of the scope of the AMPS Task Order. OEM installation support is required for Amyx to successfully implement the AMPS OIM software solution – a task which is encompassed in the scope of the existing task order. The complexity of the software requires specific expertise that is only available from OCS.

Awarding this additional work to Amyx by virtue of the proposed modification is not only logical, but also the most efficient and economically prudent manner of fulfilling this Agency requirement. The proposed modification will allow the Government to preserve resources it would otherwise need to expend to solicit this requirement and award to an alternate source.

Consequently, this modification must be issued to Amyx on a sole-source basis in the interest of economy and efficiency because it is a logical follow-on to the AMPS Task Order.

5. DETERMINATION BY THE CONTRACTING OFFICER THAT THE

ANTICIPATED COST TO THE GOVERNMENT WILL BE FAIR AND

REASONABLE:

As the Contracting Officer, I hereby determine that the anticipated cost to the Government will be fair and reasonable. It is anticipated that the Government will use various price analysis techniques including, but not limited to: (1) Comparison of proposed prices to historical prices paid; (2) Comparison of proposed prices with independent Government cost estimates; and (3) Comparison of proposed prices obtained through market research for the same or similar services, to obtain a fair and reasonable price.

6. ANY OTHER FACTS SUPPORTING THE JUSTIFICATION:

N/A

7. A STATEMENT OF THE ACTIONS, IF ANY, THE AGENCY MAY TAKE TO

REMOVE OR OVERCOME ANY BARRIERS THAT LED TO THE EXCEPTION

TO FAIR OPPORTUNITY BEFORE ANY SUBSEQUENT ACQUISITION FOR THE

SUPPLIES OR SERVICES IS MADE:

For the reasons stated above, DLA requires that this follow-on modification be issued on a sole-source basis to Amyx so that it may execute software installation support from the OEM of its software solution under the AMPS Task Order. DLA has exercised, and continues to exercise, competition as often as possible and is required to conduct ongoing reviews of technology and corresponding services, both in private industry and in the Government. DLA uses a variety of vendors, manufacturers, and contracts/orders to fulfill its requirements and will continue its practice of surveying the market to ensure full and open competition to the maximum extent practicable.

At the conclusion of the AMPS Task Order, all eligible JETS IDIQ contract holders will have fair opportunity to compete for the AMPS support services portfolio follow-on award.
