About this file
This document is a Justification for an Exception to Fair Opportunity (EFO) for a task order modification to the Defense Logistics Agency's (DLA) Enterprise Identity, Credential, and Access Management (ICAM) Program. The modification seeks to add two Agile Project Managers to provide additional support and training for the J62FG ICAM Program Management Office, expanding services under the existing task order SP4709-17-D-0002. The additional services will support DLA's modernization efforts by introducing Agile methodologies, facilitating a seamless transition to Agile project management, and supporting the development of a centralized identity platform that enables rapid access to mission-critical information.
The task order, originally awarded competitively on September 17, 2023, will be modified to include a new Task 19 focusing on onboarding and foundational environment setup. The modification also introduces Okta professional services to support application onboarding, system development, and enhancement of the DLA ICAM system. The contractor will leverage Okta Workflows to automate procedures, streamline application onboarding, and improve system integration. The sole-source justification emphasizes the contractor's existing expertise, familiarity with DLA systems, and ability to minimize risks associated with introducing a new vendor. The period of performance for this modification runs from September 29, 2023, through September 28, 2024.

JUSTIFICATION FOR AN EXCEPTION TO FAIR OPPORTUNITY
(FAR 16.505(b)(2) ADDENDUM 1
Upon the basis of the following justification, I hereby approve the issuance of the contractual action described below using an exception to fair opportunity, pursuant to the authority cited herein.
1. IDENTIFICATION OF THE REQUIRING AGENCY AND CONTRACTING ACTIVITY:

Defense Logistics Agency (DLA) Enterprise ICAM Program Management Office (J62FG)
Contracting Activity:
DLA Contracting Service Office-Philadelphia (DCSO-P) 700 Robbins Avenue Philadelphia, PA 19111-5092
2. NATURE AND DESCRIPTION OF THE ACTION BEING APPROVED:
Pursuant to FAR 16.505(b)(2)(i)(C), the action being approved is an exception to the fair opportunity process. ADDENDUM 1:
DLA Information Operations J62FG Enterprise Identity Credential, and Access Management (ICAM) Program Management Office (PMO) has a requirement to obtain expanded Okta professional services in support of application onboarding of ICOFR and non ICOFR applications, ICAM system development and enhancement of the DLA ICAM system. This change is required to satisfy new ICAM Greenfield tasks and expertise beyond the expertise and level of effort as outlined in the current ICAM Greenfield PWS.
This modification requires further expansion of Task 2-System Implementation Support Modernized Okta, competitively awarded under this task order, and will be introduced in a new task 20. These specialized tasks were unknown until after the original task order was written and awarded. Now Okta professional services are needed to expand as the current level of effort is not satisfying the surge of additional capability to enhance our .mil environment. The Task Order thoroughly addressed all components to successfully accomplish the mission objectives as were known when it was authored, but since the new DLA Strategic Policy has been published and at the direction of the DLA J6 CIO, multiple applications must be onboarded concurrently than in succession. This strains a system that is already working at full capacity.
Okta serves as our core authentication and authorization platform for DLA ICAM. All ICAM onboarded applications are processed though the Okta platform. With the increased velocity of application onboarding as directed by the DLA J6 CIO, the DLA ICAM PMO is proactively procuring Okta Workflows, a new software is being introduced to our portfolio in May 2025. Okta Workflows will revolutionize and automate many of our manual procedures by allowing us to connect multiple systems and signals into cleaner data, better oversight, more secure system actions, and more automation. It will streamline onboarding of approximately 50 applications including near term onboarding DLA ICAM applications such as Eagle, Demos, DIW, DPATS and SAP Daily. Okta professional services will be the conduit to integrate Okta workflows into the DLA Information Operations ICAM network. Key tasks to the successful integration of onboarding both ICOFR and Non-ICOFR applications through the end of this ICAM Greenfield contract are the ability of Okta professional capability to:
Design, build, and maintain Okta integrations with various on-premises and cloud-based applications, including SSO, provisioning, and lifecycle management.
Develop and implement complex authentication and authorization policies within Okta, leveraging MFA, contextual access control, and risk-based authentication.
Manage Okta tenants, including user and group management, application onboarding, and custom attribute development.
Proactively monitor the health and performance of the Okta environment, troubleshoot issues, and implement performance optimizations.

4. IDENTIFICATION OF THE EXCEPTION TO FAIR OPPORTUNITY AND
SUPPORTING RATIONALE, INCLUDING A DEMONSTRATION THAT THE
NATURE OF THE ACQUISITION REQUIRES USE OF THE EXCEPTION CITED:
An exception to the fair opportunity process is justified in accordance with FAR 16.505(b)(2)(i)(C), as the task order modification to add Agile Project Managers must be issued on a sole-source basis in the interest of economy and efficiency because it is a logical follow-on to an order already issued under the contract. Additionally, all awardees were given a fair opportunity to be considered for the original task order and contract.
The addition of Agile Project Managers in order to provide Agile Support and coaching is a logical follow-on to the modernization efforts is providing DLA J62FG Information Operations.
This modification formalizes Agile training which will propel modernization through the education of the Enterprise by leveraging analytic and other Agile methodologies. This order is a logical follow-on because the continued growth of the ICAM Project Management Office (PMO) requires further Agile support and training which will be provided by this order. The ICAM PMO offers this Agile modernization solution to the J6 Enterprise to meet the DLA Director’s strategic goals. Without the addition provided by this follow-on order J62FG would fail to support the J62 enterprise.
A sole-source award of this task order modification is in the interest of economy and efficiency.
The new Agile Project Managers will provide additional support to the existing support provided by which is integral to all acquisition processes and requirements for the ICAM PMO. The ICAM PMO support to the Enterprise Financial Management portfolio is unique in that it maintains mostly government developed software for DLA’s complex business processes with no commercial equivalent. Failure to modify the task order to support the additional requirements will delay J62F’s specific IT modernization requirements and add risk to the overarching IT modernization effort. Awarding the additional support to another vendor, would result in an increased learning curve and cost risks. Thus, awarding the additional support to on a sole-source basis is both efficient and economical.
currently provides support to the program office managing AMPS and ICAM. They have vast experience with the ICAM PMO’s unique software. Additionally, has stood up the J62FG ICAM program from its infancy and has keen knowledge of the DoD ICAM program for which our program is mirrored after, thus providing greater stability to the program. Utilizing an alternate contractor will result in risks associated with delays as the alternate contractor learns the software and processes. This additional support is also needed for preparation for another contractor to provide support to the larger ICAM requirement. Awarding this additional support to would greatly reduce risks to scheduling and budget and is therefore in the interest of economy and efficiency.
has also been instrumental in supporting DLA as ServiceNow is integrated into DLA’s processes. ServiceNow (SNow) is the DLA Enterprise tool that will be used to automate processes, redesign workflows, and coordinate the agile efforts supporting the ICAM initiatives. This Agile

The original ICAM task order was awarded on a competitive basis, in which was determined as the best value offeror for this acquisition.
For the reasons stated herein, the additional Agile Support work is a logical follow-on to the modernization efforts is providing DLA J62FG Information Operations and must be awarded to on a sole-source basis in the interest of economy and efficiency. The award is in the best interest of the government because are the only source capable of providing the additional required services for the PMO’s technical and analytical support. Agile Project Manager support will provide the conduit to modernizing the totality of the J6 Enterprise. Additionally, all awardees were given a fair opportunity to be considered for the original order.
ADDENDUM 1:
In accordance with FAR 16.505(b)(2)(i)(C), as the task order modification to obtain expanded Okta professional services in support of application onboarding of ICOFR and non ICOFR applications, ICAM system development and enhancement of the DLA ICAM system must be issued on a sole-source basis in the interest of economy and efficiency because it is a logical follow-on to an order already issued under the contract. Additionally, all awardees were given a fair opportunity to be considered for the original task order and contract.
Okta professional services and expertise of integrating all ICOFR and Non-ICOFR applications to support the DLA ICAM capability, thereby supporting the DLA J6 Enterprise and Warfighters is available only from possesses unique and special expertise as they have expertly resourced our program with highly ICAM certified and seasoned talent. Additionally, this would be more economical due to offering familiarity of the IT systems and platforms that are currently in use and capabilities necessary to continue that work and/or expand the Okta services) and bringing another contractor in would increase the time to complete the tasks due to additional time to procure administrative credentials, time for background investigations, and additional contract competition time.
Since is currently providing their expertise by already performing supporting tasks related to Okta Support requirements for DLA, is already familiar with systems, familiar with DLA ICAM requirements, and has access to the system. These requirements will expand due to additional DLA requirements. The introduction of another prime contractor in this environment would create an ineffective work environment resulting in not only an increased risk of mission failure but also a program management burden on DLA J26FG ICAM personnel.
