About this file

This is a Justification for an Exception to Fair Opportunity (FAR 16.505(b)(2)) issued by the Defense Logistics Agency (DLA) Contracting Services Office in Philadelphia for modifications to an existing task order.

The document authorizes sole-source modifications to Task Order SP4709-24-F-0096, which was competitively awarded to CompTech on January 3, 2025, with a performance period through January 2, 2026, plus one 12-month option period. The task order is placed against CompTech's J6 Enterprise Technology Services (JETS) Indefinite-Delivery Indefinite-Quantity (IDIQ) contract SP4709-17-D-0042. Four addenda authorize temporary increases to support critical DLA operations: (1) Asset Management travel team for physical inventories at all DLA sites through January 2026; (2) temporary surge support for End User/Desktop and IT Asset Management during the Richmond Aviation Building 47 move (September 1-30, 2025) affecting approximately 1,650 users; (3) extension of the Asset Management travel team into Option Year 1 (January 3, 2026 – January 2, 2027) for continued physical inventory work; and (4) addition of an Operational Technology (OT) Specialist travel team for OT asset management on Option Year 1 (April 3, 2026 – January 2, 2027). The justification for sole-source award cites CompTech's existing institutional knowledge of DLA systems, demonstrated operational capabilities, and the need for seamless continuity without schedule delays. Price analysis will be conducted using competitive price lists, independent government cost estimates, and market research comparisons. The contracting officer determined that the anticipated costs will be fair and reasonable and approved the justification under FAR 16.505(b)(2)(i)(C) as a logical follow-on acquisition in the interest of economy and efficiency.

Task Order No. SP4709-24-F-0096 was awarded on a competitive basis to CompTech with a performance period of January 3, 2025, expiring January 2, 2026. The task order includes one 12-month option period. The Task Order was placed against CompTech’s J6 Enterprise Technology Services (JETS) Indefinite-Delivery Indefinite- Quantity (IDIQ) contract, SP4709-17-D-0042. The increased support for Asset Management support is detailed in Section 3 below.

ADDENDUM 2

Pursuant to FAR 16.505(b)(2), the action being approved is an exception to fair opportunity. Task Order No. SP4709-24-F-0096 was awarded on a competitive basis to CompTech with a performance period of January 3, 2025, expiring January 2, 2026. The task order includes one 12-month option period. The Task Order was placed against CompTech’s J6 Enterprise Technology Services (JETS) Indefinite-Delivery Indefinite-Quantity (IDIQ) contract, SP4709- 17-D-0042. The temporary increased support for End User/Desktop and Asset Management support is detailed in Section 3 below.

ADDENDUM 3

Pursuant to FAR 16.505(b)(2), the action being approved is an exception to fair opportunity. This justification authorizes the use of other than full and open competition to temporarily increase the Asset Management Support CLIN to add a temporary travel team, under the existing Task Order for Enterprise Service Delivery (ESD) III.

ADDENDUM 4

Pursuant to FAR 16.505(b)(2), the action being approved is an exception to fair opportunity. This justification authorizes the use of other than full and open competition to temporarily increase the Operational Technology (OT) Specialist Management Support CLIN to add a temporary travel team, under the existing Task Order for Enterprise Service Delivery (ESD) III. Task Order No.

SP4709-24-F-0096 was awarded on a competitive basis to CompTech with a performance period of January 3, 2025, expiring January 2, 2026. The task order includes one 12-month option period. The Task Order was placed against CompTech’s J6 Enterprise Technology Services (JETS) Indefinite-Delivery Indefinite-Quantity (IDIQ) contract, SP4709-17-D-0042. The increased support for Asset Management support is detailed in Section 3 below.

CompTech supports both IT hardware and software services which is most efficiently managed by having one contractor responsible for both high priority aspects, as it better addresses the need for consistency in managing the functional areas. Introducing another vendor would require additional efforts, present schedule, and performance risks, and jeopardize the Government’s ability to deliver immediate enhanced site-specific support to Richmond, Virginia.

DLA’s need for surge support to the Richmond site is an urgent requirement, and award to anyone other than CompTech at this time would result in unacceptable delays. CompTech and its subcontractor partners have already demonstrated the ability to provide operational support to Richmond, and have the necessary resources and expertise to perform the additional work required by this modification. Awarding this work to CompTech will ensure a seamless transition and minimize disruptions to the site’s operations.

ADDENDUM 1

Per FAR 16.505(b)(2)(i)(C) an exception to the fair opportunity process is justified in the interest of efficiency and economy because only one awardee is capable of providing the services required at the level of quality required in the required timeframe. The Enterprise Service Delivery III task order was solicited as a competitive acquisition under the JETS contract vehicle. The circumstances leading to the need for this modification were unforeseen prior to solicitation and award. This sole source action is required before a new ESD competitive acquisition is awarded to oversee the delivery of critical operational support IT Asset Management, and to ensure continuity of services and meet the needs of the DLA customers. The current task order with CompTech supports both IT hardware and software services which is most efficiently managed by having one contractor responsible for both high priority aspects, as it better addresses the need for consistency in managing the functional areas. Introducing another vendor would require additional efforts, present scheduling issues, increase performance risks, and jeopardize the Government’s ability to deliver immediate enhanced physical inventory support to all DLA sites.

DLA’s need for continued operational Asset Management support to all DLA sites is a requirement that was unanticipated at time of award but is required for auditability and accountability purposes, competing and awarding to another contractor would result in unacceptable delays in reporting/audit requirements as well as likely result in additional cost and time to describe the asset control measures that are required to a new contractor that is not familiar with the locations, equipment, and software.

CompTech and its subcontractor partners have already demonstrated the ability to provide operational support to DLA and have the necessary resources and expertise to perform the additional work required by this modification. Awarding this work to CompTech will ensure a seamless transition and minimize disruptions to DLA’s operations.

ADDENDUM 2

Per FAR 16.505(b)(2)(i)(C) an exception to the fair opportunity process is justified in the interest of efficiency and economy because only one awardee is capable of providing the services required at the level of quality required in the required timeframe. The Enterprise Service Delivery III task order was solicited as a competitive acquisition under the JETS contract vehicle. The circumstances leading to the need for this modification were unforeseen prior to solicitation and award. This sole source action is required before a new ESD competitive acquisition is awarded to oversee the delivery of critical operational IT support, and to ensure continuity of services and meet the needs of the DLA Aviation customers. The current task order with CompTech delivers both End User/Desktop and IT Asset Management support services, which is most efficiently managed by having one contractor responsible for both high priority aspects, as it better addresses the need for consistency in managing the functional areas. Introducing another vendor would require additional efforts, present scheduling issues, increase performance risks, and jeopardize the Government’s ability to meet the DLA Aviation Commander’s stringent deadline to move over 1,600 users to the newly constructed Building 47 within a one-month timeline.

DLA’s need for temporarily increased Desktop and Asset Management support to this DLA Aviation site is a requirement that was unanticipated at time of award but is required for continued operational and SLA metrics purposes, competing and awarding to another contractor would result in unacceptable delays as well as likely result in additional cost and time to a new contractor that is not familiar with the building locations, equipment set up, and IT asset management procedures.

The specific required touch labor duties are within the scope of the ESD III task order. However, the temporary increased volume of move tickets will require additional manpower hours/personnel as well as ODC and travel costs.

CompTech and its subcontractor partners have already demonstrated the ability to provide operational support to DLA and have the necessary resources and expertise to perform the additional work required by this modification. Awarding this work to CompTech will ensure a seamless transition and minimize disruptions to DLA Aviation’s operations.

ADDENDUM 3

Per FAR 16.505(b)(2)(i)(C) an exception to the fair opportunity process is justified because the order must be issued on a sole-source basis in the interest of economy and efficiency because it is a logical follow-on to an order already issued under the contract, provided that all awardees were given a fair opportunity to be considered for the original order. The Enterprise Service Delivery III task order was solicited as a competitive acquisition under the JETS contract vehicle. The circumstances leading to the need for this modification were unforeseen prior to solicitation and award. This sole source action is required before a new ESD competitive acquisition is awarded to oversee the delivery of critical operational support IT Asset Management and ensure continuity of services and meet the needs of the DLA customers. Introducing another vendor would require additional efforts, present scheduling issues, increase performance risks, and jeopardize the Government’s ability to deliver immediate enhanced physical inventory support to all DLA sites.

DLA’s need for continued operational Asset Management support to all DLA sites is a requirement that was unanticipated at time of award but is required for auditability and accountability purposes. Introducing a new contractor not familiar with the Agency’s locations, equipment, and software would result in additional cost and time necessary to describe the asset control measures that would not be required of the existing contractor. Because this contractor has extensive knowledge of the agency’s systems, the established processes, and possesses institutional knowledge harvested over several years of working with the agency, this contractor is uniquely qualified to offer us economy and efficiency. This is a logical follow-on to an order already issued under the contract.

CompTech and its subcontractor partners have already demonstrated the ability to provide operational support to DLA and have the necessary resources, trained personnel, and expertise to efficiently perform the additional work required by this modification. Awarding this work to CompTech will ensure a seamless transition and minimize waste, duplicative efforts, and disruptions to DLA’s operations.

ADDENDUM 4

DLA’s need for OT Asset Management support to all DLA sites is a requirement that was unanticipated at time of award but is required for auditability and accountability purposes for the OT hardware and software that controls processes and associated physical assets (e.g., valves, pumps) and equipment (e.g., rail systems, fuel systems, HVAC) to support DLA’s critical Facility Related Control Systems, e.g., Security; Fire Protection; Petroleum, Oil & Lubricants; Building Control Systems; Utility Control Systems; and Material Handling Systems as well as other key services essential to DLA services/mission. Introducing a new contractor not familiar with the Agency’s locations, equipment, and software would result in additional cost and time necessary to describe the asset control measures that would not be required of the existing contractor. Because this contractor has extensive knowledge of the agency’s systems, the established processes, and possesses institutional knowledge harvested over several years of working with the agency, this contractor is uniquely qualified to satisfy this requirement.
