About this file
This is a Justification for an Exception to Fair Opportunity document authorizing a sole-source task order modification to Accenture Federal Services (AFS) under contract SP4709-17-D-0023/SP4709-23-F-0097 for the Defense Logistics Agency (DLA) Enterprise Platform.
The justification covers seven addendums for additional development support through September 2025, including: VCAL (Vendor Contractor Awarded Logistics) system development to support $6B in annual logistics items across 10 supply categories; Agency Management Review (AMR) program automated audit capabilities; DLA Internal/External Portal development with ServiceNow Generative AI features; Supplier Portal development including landing page and vendor registration; Operational Technology (OT) capabilities implementation; and DIBBS (DLA Internet Bid Board System) modernization. The work will be performed using Agile development methodologies and requires AFS's unique expertise with the ServiceNow platform and existing DLA systems. The justification cites AFS's institutional knowledge, proven past performance, and ability to meet critical timelines without service disruption as reasons for the sole-source award. Pricing will be determined using various price analysis techniques including comparison to historical prices, government estimates, and market research.

3. DESCRIPTION OF THE SUPPLIES OR SERVICES REQUIRED TO MEET THE
AGENCY’S NEEDS, INCLUDING AN ESTIMATED DOLLAR AMOUNT:
On 29 September 2023 Program Management and Technical Support Services for the DLA Enterprise Platform was awarded using firm-fixed price for TASK 1 – Project Management Support Services, TASK 2 – Enterprise Platform Technical and Infrastructure Support, and TASK 3 – Cybersecurity Support. In addition, TASK 4 – Optional Additional Development Capacity support work was awarded under the Cost-Plus Incentive Fee price due to the requirement being “developmental” in nature.
In September of 2023, the Defense Logistics Agency (DLA) initiated the work to be performed under Task 4, Development Capacity support with the vendor Accenture Federal Services. The goal of the development work is for the Rapid Applications Development (RAD) capability to keep up with increasing agency demands and support a customer engagement centered low code development methodology. Dedicated scrum teams will be utilized to plan, develop, deliver, mature and sustain specific capabilities such as, Configuration Management Database (CMDB), IT Operations Management (ITOM), IT Service Management (ITSM), core platform processes, Customer Service Management (CSM), Human Resources Service Delivery (HRSD), and other ServiceNow capabilities as required per agency demands.
The effort being developed to meet DLA’s mission of providing critical logistical support to our nation’s Warfighter is the Vendor Contractor Awarded Logistics (VCAL). It replaces legacy systems and will provide the primary means for Troop Support Construction & Equipment to accommodate 80- 90 commercial vendors and approximately 7,600 DoD customers in providing over $6B in annual logistics items across ten different supply categories. It will allow for customer requests, DLA bid offers to Vendors, Vendor responses, contract letting, and logistics buys that are then sent into the Enterprise Business System (EBS). The development of VCAL will provide accessibility to DoD customers, DLA business initiatives, as well as industry partners. To meet this need, existing agile effort will be supplemented with Business Process Re-Engineering Specialists, Application Programmers, and Functional Specialist for a combined effort of approximately 8120 hours.
The Period of Performance (PoP) for the additional support to be provided under this modification is from 3/1/2024 – 9/29/2024 of the Contract/Task Order SP4709-17-D-0023/SP4709-23-F-0097.

4. IDENTIFICATION OF THE EXCEPTION TO FAIR OPPORTUNITY (SEE FAR
16.505(b)(2)) AND THE SUPPORTING RATIONALE, INCLUDING A DEMONSTRATION
THAT THE PROPOSED CONTRACTOR’S UNIQUE QUALIFICATIONS OR THE NATURE
OF THE ACQUISITION REQUIRES USE OF THE EXCEPTION CITED:
Pursuant to FAR 16.505(b)(2)(i)(B), an exception to the fair opportunity process is justified because award for the additional support described in Section 3 must be issued to AFS on a sole-source basis as they are the only vendor capable of providing the services required at the level of quality required because the services ordered are unique and highly specialized. It is in the best interest of DLA and the DoD to move forward to the exception to fair opportunity in order to avoid program development failure.
Only AFS can provide the required support services at the level of quality required without causing a delay in deploying VCAL on the planned schedule. The overall scope of the delivery was changed as the entire application needs to be re-coded and a new User Interface will be developed to implement an end-to-end sales lifecycle view. This is required to tremendously improve the overall user experience by initially refining the system backlogs identified by users and industry, and then sustaining the access support, error resolutions, incident response and performance monitoring for continued improvements.
Along with that, a new Troop Support sales program (Fire and Emergency Services) is added to the delivery scope. The new sales program development is highly complex and a very technical effort that has to integrate into the existing applications utilized by Troop Support. This additional scope adds complexity to the overall solution and requires foundational technical and business process knowledge.
The current AFS team has in-depth understanding of the technical architecture, and the core business processes lifecycle that is essential to retain through the first deployment in June 2024 and in planning for the second deployment projected for December 2024. This exception is necessary to engage a vendor with specialized expertise, address time-sensitive requirements, ensure compatibility and seamless integration, and mitigate risks effectively. The skill sets necessary to satisfy DLA’s requirement without gaps in service or project delays are currently unique to the incumbent contractor. The solution is leveraging the ServiceNow or SNOW platform that must also allow both internal and external solutions, to include integration with EBS to support the entire lifecycle. AFS is uniquely qualified to support these efforts based on their institutional knowledge and proven past performance in support of several DLA programs and applications, which will be leveraged to support these efforts. The current legacy system presents a high maintenance cost and carries significant operational (audit readiness) and cybersecurity risks through an outdated application heavily reliant on emails and spreadsheets. Without a modification to address the additional support described above, the project timelines will continue to degrade causing continued risks of exposing over $6 Billion of DoD supply chain activities to the Government’s adversaries. This task will bring on three critical programs (Fire, Tents & MRO CENTCOM) on behalf of Troop Support and will be the basis for the remaining 14 programs. The expertise of AFS on this task will support their CTA Partner on the current contract / task order (SP4709-17-D-0111/SP4709-21-F-0100).
Therefore, during this six-month period, AFS and Vets will provide support to ensure that the current and immediate DLA J62 Information Technology (IT) / Troop Support business requirements to meet the June deliverable are met through agile development within the DLA Enterprise Platform.
Time constraints pose a significant challenge for this effort. The urgency to meet deadlines necessitates support from AFS, which will allow the Government to promptly engage with the vendor to meet DLA prescribed timelines and pre-scheduled VCAL engagements. The current incumbent team has unique skills and knowledge to assist DLA in hitting its planned milestones. This highly specialized project requires the unique skills related to the knowledge of the ServiceNow platform, the Troop Support Construction and Equipment (C&E) work area and requirements, the Vendor Contract Logistics Award (VCAL) both out-of-box and Java coding customization, the actual stakeholder roles, how Vendors and customers are players, DLA’s procurement process, use of API and portal. There is no flexibility around time and effort to onboard and train a new team.
Utilizing an alternate contractor will result in risk associated with delays or compatibility issues that may have significant impact to the performance and availability of expanded functionality on DLA’s Enterprise Platform, ServiceNow. Therefore, this support can only be accomplished by AFS since they possess the intellectual capital through performance of the Enterprise Platform Task Order. The incumbent’s intellectual capital cannot be transferred to a new contractor without a substantial duplication of efforts, resulting in additional costs and delays in obtaining efficiencies for the customer. The incumbent Enterprise Platform contractor is the only skilled contractor capable of providing the resources required by the Government to satisfy this requirement in a timely fashion and negate the possibility of mission failure. Training a new contractor on Enterprise Platform requirements would require additional time and resources and would cause unacceptable delays. The incumbent contractor has developed unique experience in the analysis, design, development, testing of platform sustainment as well as the requisite knowledge of DLA policies to ensure this requirement is met in accordance with applicable DLA policies.
ADDENDUM:
Only AFS can provide the additional support services at the level of quality required without delaying the delivery of requested capabilities for the DLA Agency Management Review (AMR) Program. In support of the DLA Director and Agency mission, DLA established the Agency Management Review program as a comprehensive formal evaluation of DLA’s compliance with laws, regulations, policies, and procedures covering operational activities throughout the Agency. Seven reviews are pre-scheduled over a two-year cycle, one for each of the major subordinate commands and each one taking six or more months to complete. The DLA division responsible for the AMR program requires automated capabilities to sufficiently execute and support this program, starting with the review scheduled for June 2024. The current process for conducting reviews is completely manual, requiring extensive use of disparate Microsoft Office tools to collect and consolidate critical agency-wide data. Human error, data integrity/security, records management, and reporting are significant issues that impact DLA’s ability to sufficiently manage, scale, and improve the program. This exception is necessary to engage a vendor with specialized expertise, ensure compatibility and seamless integration, address time-sensitive requirements, and mitigate risks effectively.
The scope of these services is to develop expanded, automated audit management capabilities using the Governance, Risk, and Compliance (GRC) module on the DLA Enterprise Platform, ServiceNow. This use case is a maturation of DLA’s Enterprise Platform needs and will leverage many global (shared) components of the platform such as enterprise configurations, workflows, notifications, and the central data repository. AFS is uniquely positioned to support this based on their current knowledge and support of the DLA Enterprise Platform configurations, which they developed. AFS is also uniquely knowledgeable on the current interface connections with the platform and other DLA applications, as well as the protocols for implementing such connections. This use case will require seamless integration with existing Enterprise Platform capabilities and with other DLA Enterprise applications, such as DLA Issuances.
To address critical risks for the AMR program, delivery of the requested capabilities is needed for the next AMR review scheduled for June 2024. A delay in service means these new capabilities will not be available in time for the June 2024 review and would be delayed several months until the next scheduled review takes place. Further, a schedule delay will prevent the AMR team from meeting program objectives to implement required improvements for collecting, consolidating, and reporting AMR activities for the enterprise, as well as to mitigate the previously highlighted data integrity/security and records management challenges.
Time constraints pose a significant challenge for this effort. To meet planned delivery dates, there is an extremely short development window. Utilizing an alternative contractor will result in delays or compatibility issues that may have significant impact to the performance and availability of expanded functionality in DLA’s Enterprise Platform, ServiceNow The incumbent Enterprise Platform contractor is the only contractor capable of providing the resources required by the Government in a timely fashion to meet the Government’s needs. Training a new contractor on DLA’s Enterprise Platform requirements, architecture, global configurations, and governance process will require additional time, and will cause unrecoverable delays. The incumbent contractor has developed unique experience in the analysis, design, development, and testing of platform sustainment as well as the requisite knowledge to ensure this requirement is met in accordance with applicable DLA policies.
ADDENDUM 2:
Only AFS can provide the required support services at the level of quality required without causing a delay in deploying VCAL on the planned schedule. The overall scope of the delivery was changed as the entire application needed to be re-coded for a new UI/UX and changes are required to the core order lifecycle and data management logic to ensure the new User Interface is aligned to manage the end-to-end sales lifecycle and provide a complete view of the order detail data. The changes will also apply to data relationships within the core order lifecycle in order to get the entire lifecycle more aligned with the current Troop Support processes and will result in changes in the logic around data mining and reporting.
This is required to improve the overall user experience by initially refining the system backlogs identified by users and industry, and then sustaining the access support, error resolutions, incident response and performance monitoring for continued improvements. Along with that, a new Troop Support sales program (Fire and Emergency Services) is added to the delivery scope and will be deployed on October
31st, 2024. The new sales program development is highly complex and a very technical effort that has to integrate into the existing applications utilized by Troop Support. This additional scope adds complexity to the overall solution and requires foundational technical and business process knowledge. The current AFS team has in-depth understanding of the technical architecture, and the core business processes lifecycle that is essential to retain to support sustainment requirements for the F&ESE program. We will also need that knowledge and understanding to support the future planned deployments projected in October 2024 (MRO Centcom & SOE Tents programs) and February 2025 (SOE program). This task will bring on four critical programs (Fire, Tents, MRO CENTCOM and SOE) on behalf of Troop Support and will be the basis for the remaining 14 programs. The expertise of AFS on this task will support their CTA Partner on the current contract / task order (SP4709-17-D-0109/SP4709-23-F-0099). Therefore, during this six-month period, AFS and EDO Consulting will provide support to ensure that the current and immediate DLA J62 Information Technology (IT) / Troop Support business requirements to meet the October deliverable are met through agile development within the DLA Enterprise Platform.
Time constraints pose a significant challenge for this effort. The urgency to meet deadlines necessitates support from AFS, which will allow the Government to promptly engage with the vendor to meet DLA prescribed timelines and pre-scheduled VCAL engagements. Generative AI features for use through the portals, per established timelines. This is required to tremendously improve the overall user experience by establishing integrations with operational data sources and building up the content and knowledge bases for the DLA workforce, customers and vendors.
Along with establishing integrations with data and knowledge bases to mature DLA’s portals, ServiceNow Generative AI features will be developed and configured to draw on operational data and knowledge sources to provide customer experience improvements and valuable operational efficiencies for the DLA workforce, particularly related to the use of DLA’s IT Service Portal (ITSM) and Customer Service Management (CSM/CRM). Generative AI introduces an opportunity for DLA to advance automation and efficiency for both the DLA workforce and customers by reducing manual efforts to access information, summarize search result and provide real-time answers to questions. If not implemented, DLA would lose the potential to realize significant business value. The development and application of Generative AI is a highly complex and a very technical effort that has integrates into the existing portal framework, data sources, and knowledge bases. This additional scope adds complexity to the overall solution and requires foundational technical and business process knowledge. The current AFS team has in-depth understanding of the technical architecture, and the core data models that are essential to deploying generative AI. The solution is leveraging the ServiceNow platform that must also allow both internal and external solutions, to include integration with EBS and data warehouses. AFS is uniquely qualified to support these efforts based on their institutional knowledge and proven past performance in support of several DLA programs and applications, which will be leveraged to support these efforts. The expertise of AFS on this task will support their CTA Partner on the current contract / task order (SP4709-17-D-0109/SP4709-23-F-0099). Therefore, during this five-month period, AFS and DBA EDO Consulting will provide support to ensure that the current and immediate DLA J62 Information Technology (IT) / Enterprise Platform requirements to mature DLA’s portals and configure generative AI are met through agile development within the DLA Enterprise Platform.
Time constraints pose a significant challenge for this effort. The urgency to meet deadlines related to deployment and go-live activity timelines for Customer Portal (CSM/CRM) in Q1FY25 necessitates development support from AFS, which will allow the Government to promptly engage with the vendor to meet DLA prescribed timelines and pre-scheduled DLA Portal engagements. The current incumbent team has unique skills and knowledge to assist DLA in hitting its planned milestones. This highly specialized project requires the unique skills related to the knowledge of the ServiceNow platform, DLA’s IT Service Management (ITSM) and Customer Service Management (CSM/CRM) work area and requirements.
ADDENDUM 5:
Only AFS can provide the required support services at the level of quality required without causing a delay in the development of DLA’s Supplier Portal to include Supplier Landing Page, Opportunity Search, and Portal Vendor registration, and Certificate and Form Completion per established timelines. This is required to tremendously improve the overall vendor user experience by establishing a user-friendly one stop shop for J76 vendors to gain necessary information and access for doing business with DLA through an authenticated portal as well as for potential vendors to search, filter, and preview solicitations and Request for Information (RFIs) as they consider doing business with DLA. The portal will provide vendors with the ability to register for access and provide an internal workbench for Vendor Onboarding programs to review and collaborate on inbound vendor requests for certification and validation. AFS was responsible for the creation and design of the DLA Supplier Portal wireframes on which the DLA Supplier Portal Minimally Viable Product (MVP) will be based. The DLA Supplier Portal MVP will feature submenus linking access to DLA Supplier Sites and external DoD/Federal procurement sites, the ability to search and filter RFx and non-traditional business opportunities by multiple and differing criteria, integration with Contract Writing System (CWS)/Enterprise Resource Planning (ERP) for up-to-date status on solicitations & awards, quick and key word search capabilities, Virtual Chat Agent, access to knowledge-based articles categorized according to customized supplier lifecycle topics, editable Contact Us Form, option to download/export search results in various formats, and other features. The reliance and dependence on ServiceNow portal functionality and the foundations built in the previous wireframes design necessitate the use of the incumbent vendor for the MVP work and is essential to maximize the probability of a successful outcome for the project. This exception is necessary to engage a vendor with specialized expertise, address time-sensitive requirements, ensure compatibility and seamless integration, and mitigate risks effectively. The skill sets necessary to satisfy DLA’s requirement without gaps in service or project delays are currently unique to the incumbent contractor who brings the existing functional team with existing stakeholder relationships and deep knowledge of the backlog of requirements to be developed. Therefore, during this ten-month period, AFS and EDO Consulting will provide support to ensure that the current and immediate DLA J62 Information Technology (IT) / Enterprise Platform requirements to mature DLA’s portals and improve vendor user experience are met through agile development within the DLA Enterprise Platform.
Time constraints pose a significant challenge for this effort. To meet planned delivery dates, there is a short development window. The incumbent’s intellectual capital cannot be transferred to a new contractor without a substantial duplication of efforts, resulting in additional costs and delays in obtaining efficiencies for the customer. Utilizing an alternative contractor will result in delays or compatibility issues that may have significant impact to the performance and availability of expanded functionality in DLA’s Enterprise Platform, ServiceNow. The incumbent Enterprise Platform contractor is the only contractor capable of providing the resources required by the Government in a timely fashion to meet the Government’s needs.
ADDENDUM 6:
Only AFS can provide the required support services at the level of quality required without causing a delay in the development of DLA’s Operational Technology (OT) to include deployment of ServiceNow Operational Technology features per established timelines. This support is required to tremendously improve the overall visibility of DLA Operational Technology assets by facilitating the migration of operational data sources and configuring the related functionality on the platform. ServiceNow Industrial Workspace will be configured to give OT managers a one-stop shop view of the assets they manage, as well as provide for the connection and enablement of Forescout tool integrations. If not implemented, DLA would lose the potential to realize significant business value having to continue utilizing a very manual process and data set that is in use today. The development and application of OT is a highly complex and very technical effort that will need to integrate into the existing IT workflows within the ServiceNow platform. This additional scope adds complexity to the overall solution and requires foundationally technical and business process knowledge. The current AFS team has in-depth understanding of the technical architecture, and the core data models that are essential to deploying OT.
