No. Government-Posed Questions, Industry Answers, Government Response

1 Is there anything in the Draft RFI - verbiage, data values, specifications, anything really - that would prevent or dissuade you/your company from submitting a response to a solicitation?

Industry Answer Government Response

The order of the data, if rigid or strictly has to be in that order, it would be more work (at a cost) to put it in the order you want.

The naming conventions of the data values don’t align with what we have in our system, is that an issue?

Section 508 would not be applicable.

Not sure how FISMA is applicable to data collection or sharing.

The order of the data isn’t set in stone, the Government is amenable to updating the SOW to state that there is flexibility in the order of the data.

As long as there is a crosswalk or a Data Dictionary so that the Government knows what the Vendor’s data represents in terms of the data values required, then the names of the values can be different. The Government will update the SOW to ensure this is clear.

Thank you for the feedback, the Government will update the SOW if this is confirmed internally in

EEOC.

2 Is there anything in the Draft RFI - anything at all - that conflicts with industry standards? welcome any insight or feedback from you, the SME.

Industry Answer Government Response

Industry doesn’t always use the NAICS Code, the Standard Industrial Classification (SIC) or another classification code might be used.

We appreciate this feedback and will consider if the SOW should be updated.

Industry Questions and Government Answers

Industry Question Government Answer 3 SOW identified SAS requirement, however

[vendor] is not leveraging SAS presently. If we can’t meet SAS requirement, what else can we do?

This is good feedback; we can update the SOW to state [something to the effect] that the data needs to be in a format that can be read into SAS easily. As an example, if it was a comma delimited file accompanied by a data dictionary that states what each field contains, we would not need SAS code.

4 Some EINs might be duplicated across individual records. Is that understood or does the Government not want records to have duplicate EINs?

It is understood that some companies/ may have more than one. However, we don’t want exact duplicates, where most if not all values in more than one record are the same.

Note: After further research, EEOC may change the requirement from EIN – which is used for individual (employee/contract staff) tax reporting – to TIN, which is used for company-level tax reporting.

5 Is there an approximate count or estimate of expected records?

For the purposes of garnering – and industry providing – a price/cost estimate, OEDA approximates 125k – 150k records annually.

6 We believe [this] is a new requirement and there is no incumbent. Please let us know the incumbent’s contract info if our understanding is incorrect.

There is no incumbent, this is a new requirement.

7 We believe the EEO-1 solution requires migration to a Federal Government server prior to data load. Please confirm.

Please clarify if it is a one-time migration task or would require continuous migration thought the base period.

The Government requires a single, complete data set provided by the Vendor to the Government via a downloadable file or via a SFTP. This is not a "migration" effort, no "migration" is required.

8 Please provide the [database] type, existing data size, number of tables/schemas and data size to be uploaded along with the hosting location of the server.

Information on the type, size, etc. cannot be provided as it is all dependent on the data set(s) chosen by the Vendor for the solution. The Government does not intend to provide the "hosting location of the server" currently.

9 The data set(s) can be provided by the contractor directly or via data files accessed through a web-based database that can be downloaded and saved to a Federal Government server.

The Vendor determines the method of delivery.

10 It is mentioned that the data set shall contain at least 50% of establishments from the approx. 10.8 million establishments are listed in the QCEW, so does the offeror need to pull the data from more than one source?

It is up to the Vendor to decide what source(s) to propose as part of its solution that meets the minimum requirements.

11 It is mentioned that the data set must contain only private employers within the United States. We believe the source data has a field that specifies it.

The Government requires only private employer information. The Vendor must provide the final file with all required fields identified in the requirements.

12 Can we get a sample format of .CSV, .txt and .sas7bdat ?

These are very common file types. We do not have samples for this exact requirement. It is up to the Vendor to provide the required information in a usable format.

13 Does the Government want to get a web dashboard with charts and graphs to visualize the data with section 508 compliance? If so, how may users’ needs to be supported?

This is not a stated requirement.

14 Does the Government have any SLA for the data upload after it is available from a sourcing team?

The Government does not currently have any agreements in place with commercial parties that could provide the required data set(s).

LINDSAY SIMON

For Paul, Kathi, Caryn – These were the answers applicable to the time. If, based on our internal discussions and industry day, you think we should add or update any of these, I welcome that, just use Tracked Changes please.

15 Does the Government have any Independent Government Cost Estimate (IGCE) for this effort?

The Government created an IGCE however it will not be disclosing the estimated cost or price to Vendors.

16 Does the quoter need to mask any sensitive data fields such as EMPLOYER_EIN, ESTABLISHMENT_EIN, etc.?

No masking is required.

17 Does the Government a requirement for monthly status reporting of progress?

This is not a requirement.

18 [Vendor] can provide a solution that can clean, organize, or filter the commercially available data prior to providing it to the Government. However, [Vendor]is unawares where to get it. Please elaborate.

The Government was able to identify at least 3 commercial sources of this kind of data, and it is highly likely there are more. The Government's goal is to allow vendors the most flexibility in their proposed solution and to allow for creative solutions, therefore the Government won't be identifying specific data sets.

19 We believe the [work] can be performed at contractor’s site. Please confirm.

The Government requires that work be performed off-site (not at a Federal office), therefore the Vendor has the discretion of where the work is performed.

20 Is the Government only looking for the dataset as a standalone deliverable? Or does the Government need analysis and services as well?

The Government only requires a data set (which may be a combination of two or more data sets).

21 During the period of performance (POP), how many times do you need the data from the database delivered?

The Government requires a single, complete data set at least once during the POP.

22 What is the use case of the data? Is the Government planning on using the data for outreach?

The Government intends to use the data to improve outreach efforts in identifying companies from which to request information.

23 Will the Government agree to licensing terms and conditions rather than perpetual use?

The Government will review any licensing terms and conditions / user licensing agreements (ULAs) and decide whether to agree or not agree to them only after formally receiving them as part of the response to a solicitation.

24 Does the Government plan to redistribute or display the raw data with the public or other Government entities?

The Government does not plan to redistribute data or display the data in raw format to the public. It will be used to improved data collected in aggregate form and where companies and individuals are deidentified for publishing aggregate results.
