Responses to Offeror Questions for ED-VAE-15-R-0033

Preparing Adult English Language Learners for Rigorous College and Career Readiness Standards

1. On page 29 of 56 of the solicitation, the Department indicates in reference to Task 2, “Proposals should include a description of the following elements: (1) the CCR-aligned ELP standards proposed as the foundational piece for the conduct of task 2 and the rationale for choosing that particular set of standards;” Does OCTAE seek to have a single standards document proposed or rather a “set” of standards derived from multiple standards documents proposed?

Response: OCTAE expects the offeror to determine the best approach.

2. On page 52 of 56 of the solicitation, the Department indicates in reference to sub task 5.b “the contractor shall ensure that training activities have been launched for public use no later than the th week of the contract.” Is it OCTAE’s intent in using the term “launched” for the training to have concluded by the 112 th week or initiated by the 112 th week with a proposed end date beyond week 112?

Response: The term “launched” means “initiated.” The training should be opened for public use by the 112th week with a proposed end date beyond week 112.

3. Page 28 of 56 of the RFP indicates that the technical proposal should be a maximum of 30 double-spaced pages using 12 point font, and that “size 10 point is permissible for use in tables and charts.” Must text in tables and charts also be double spaced?

Response: Text may be single-spaced in tables and charts.

4. Does OCTAE anticipate that the Task 2 process to identify CCR-aligned ELP standards for adult education will result in a subset of the CCR-aligned ELP standards from K-12, which panelists analyze?

Response: Yes. OCTAE assumes the challenge in Task 2 will be to take an expansive list of applicable ELP standards and identify those standards most useful for adult education teachers in preparing adult students across the United States.

5. Appendix A in the CCR Standards for Adult Education document (2013) describes its standards-selection process as evidence-based. Panelists were equipped with support documents that enabled the panelists to attach their decisions to relevant research and assessment information.

Does OCTAE expect a similar evidence-based approach to support the panel’s decision-making?

Response: Yes. The materials should establish an evidence-based process that enables the panel to root their decisions in relevant educational material.

6. The Performance Work Statement requires the contractor to use plain language. What criteria will

OCTAE use to judge this?

Response: OCTAE will use the Federal Plain Language Guidelines for writing documents, as necessary. Offerors should know, for example, the difference between print and web writing, be sensitive to preferred length of sentences (short) and voice (active).

Descript: The purpose of Amendment 0001 to solicitation ED-VAE-15-R-0033 is to formally respond to questions received by interested parties.
