Responses to Clarification Questions for ED-VAE-13-R-0032

Implementing College and Career Readiness Standards in Adult Education

Q. Should the CVs for any staff being submitted appear in an Appendix, or do you want them included within the body of the Technical Proposal? If desired in the Technical

Proposal, can we simply use the requested staffing chart as provided in the RFP on page 21 and then provide CVs in an appendix? This will impact our page count in this section which is why we are asking for clarification.

A. Please see the second full paragraph on page 18 of the solicitation.

Q. For the cadre of trainers, do you want the sampling of CVs in an appendix or included in the body of the Technical Proposal? Again, this will impact our page count in this section.

A. Please see the first bulleted paragraph on page 19 of the solicitation.

Q. What is meant by "Dynamic new section" in Task 5? Are we building an online learning system or simply housing learning kits and materials?

A. “Dynamic new section” means that more current materials will be added to the website throughout the life of the contract. The website will have content requiring frequent updates and interactions with visitors.

The contractor is not responsible for building an online learning system. Should a learning management system/learning platform become necessary as part of the contractor’s final plans to create/identify online materials, LINCS (Literacy

Information and Communication System) has a learning portal, https://auth.lincs.ed.gov/idp/Authn/UserPassword. Also, LINCS technical contractors are currently preparing to launch a LINCS NTER node. (NTER – the National Training and Education Resource –is another web-based learning platform sponsored by the Department of Energy.

Q. Is the contractor responsible for rebuilding the database? Are there any other integrations we are responsible for?

A. There currently is no database. The contractor will coordinate with LINCS technical staff to use the LINCS database to populate the AECSW website.

Q. Will the contractor make edits to content for SEO, or simply provide page-by-page guidance and guidelines?

A. Yes, the contractor will make edits to content for SEO, working with LINCS technical staff.

Q. If pages need to be combined or split apart into more focused pages, is the contractor responsible for editing/authoring content or simply providing page-by-page guidance?

A. The contractor is responsible for editing and authoring content.

Q. The RFP specifies that websites must use .gov addresses. Would we be able to continue using http://www.adultedcontentstandards.ed.gov/? If not, how will the

OMB memorandum on freezing the issuing of new .gov URLs affect us?

A. The contractor will continue using http://www.adultedcontentstandards.ed.gov/.
